Friday, Febraury 27, 1981, having been cal led to consider an ordinance for introduction and adoption amending the CIty Elections Code to make it appl icable to the Rent Control ~a~. Mayor Pro Tempore Ruth Yannatta Goldway I I I CITY ELECTIONS CODE APPLICABILITY TO RENT CONTROL BOARD: Presented for consideration I was a staff report and ordinance regarding applicabilIty of the City Elections Code to the Rent Control Board. The matter was opened for public participation. The following I persons spoke In opposition to the proposed ordinance: Robert Myers, attorney represent~ I ing Santa Monicans for Renters Rights; Charles Johnson; and William Allen, speaking as a I ! member of the Rent Control Board. There being no one else wishing to speak, the matter : was returned to the Council. Discussion was held. Councilmember Reed moved to introduce , and adopt an Ordinance No. 1200(CCS) entitled: "AN ORDINANCE OF THE CITY COUNCIL OF THE! CITY OF SANTA MONICA DECLARING THE SANTA MONICA ELECTIONS COOE APPLICABLE TO THE APRIL i 14, 1981 ELECTION FOR THE SANTA MONICA RENT CONTROL BOARD", reading by title only and waiving further reading thereof. Second by Councilmember Scott. Discussion was held. Councilmember Rhoden requested the public record to reflect events that have taken place In the last 24 hours leading up to this meeting beginning with a telephone call she received yesterday from Councilmember Reed stating that she had heard a rumor, verified to her knowledge, that Dolores Press, Chairperson of the Rent Control Board and candidate for City Council, was going to send out a mail ing under her signature to all tenants of the City announcing a tenant handbook; that Councilmember Reed intended to call an emergency meeting of the Council to consider the matter (Municipal Code Section 12113 prohibIts mass mall ings within 68 days prior to any election); that Councilmember Rhoden called Mr. Tumlin of the Rent Control Board administration office and found that the only letter planned was something that would be included with a handbook when it is I finished; and that Counci lmember Rhoden had another conversation with Councilmember Reedj suggestIng that she might be overreacting to a City Hall rumor. After further discussio , Councilmember Rhoden requested the record to reflect that she was leaving the meeting because she felt the actions of the Council reflect an incredible lack of Integrity. Councilmembers Vannatta Goldway and Rhoden ADJOURNMENT: At 6'02 P.M, Councilmember Reed moved to adjourn the meeting. Second by Councilmember Jennings.
