CITY OF SANTA MONICA CITY COUNCIL PROCEEDINGS APRIL 21, 1981 A meeting of the Santa Monica City Council was cal led to order at 7:44 P.M. on Tuesday, April 21, 1981, by Mayor Bambrick who led the assemblage in the pledge of allegiance to the United States of America. Mayor Bambrick introduced Reverend Charles Elswick, !First Christian Church, who offered the invocation. Roll Call: Present: Mayor John J. CERTIFICATION OF RESULTS O~ GENERAL MUNICIPAL ELECTION HELD APRIL 14, 1981: iPresented for adoption was a resolution certifying the results of the General Municipal Election held on April 14, 1981. Councilmember S.ott moved to adoot Resolution No. 6243(CC5) enti t1ed "A RESOLUTION OF THE CITY COUNCI L OF THE CITY OF SANTA MONICA RECITING THE FACT OF THE ELECTION HELD ItJ SAID CITY OF SANTA MONICA ON THE 14TH DAY OF APRIL, 1981, AND ADOPTING THE STATEMENT OF RESULT OF VOTES CAST", reading hy title only and waiving further reading thereof. INSTALLATION OF MEMBERS OF SANTA MONICA-MALIBU UNIFIED SCHOOL DISTRICT BOARD OF EDUCATION AND SANTA MONICA COLLEGE BOARD OF TRUSTEES: The City Clerk administered the Oathof Office and presented the Certificate of Election to Connie J. Jenkins, Mary Kay Kamath and Ilona Jo Katz who were elected as members of the Santa Monica-Mal ibu Unified School District Board of Education and Santa Monica College Board of Trustees at the General Municipal Election held April 14, 1981. 3. INSTALLATION OF MEMBER OF THE RENT CONTROL BOARD. The City Clerk administered the Oath of Office and presented the Certificate of Election to Les1 ie Lambert who was elected as member of the Rent Control Board at the General Municipal Election held Apri I 14, 1981 4. SEATING OF COUNCILMEMBERS: The City Clerk administered the Oath of Office and presented the Certificate of Election to Ken Edwards, Dolores M. Press, James P. Conn and pennis Zane who were elected as members of the City Council at the General Municipal ,Election held Apri 1 14, 1981. The four nel" Counci lmembers were seated. ! April 21, 1981 253 254 5. SELECTION OF A MAYOR: The City Clerk called for nominations for Mayor of the City of Santa Monica for a two-year term. Councllmember Edwards nominated Mayor Pro Tempore Yannatta Goldway and moved that nominations be closed. Second by Councilmember lane. The motion was approved by the following vote: Council Vote: Unanimously approved 5-0 Absent: Councilmembers Jennings and Reed 6. SELECTION OF MAYOR PRO TEMPORE: Mayor Yannatta Goldway cal led for nominations of Mayor Pro Tempore of the City of Santa Monica for a two-year term. Councilmember lane nominated Councilmember Edwards. Second by Councilmember Conn. There being no other nominations, nominations were closed. RECOGNITION OF RETIRING COUNCILMEMBERS: Mayor Yannatta Goldway read and presented Resolution No. 6244(CCS) entitled' "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA MONICA COMMENDING JOHN J. BAMBRICK FOR HIS DEOICATED ANO DISTINGUISHED SERVICE TO THE CITY OF SANTA MONICA". Mayor Yannatta Gold\~ay read and presented Resolution No. 6245(CCS) entitled: "A RESOLU- TION OF THE C1TY COUNCIL OF THE CITY OF SANTA MONICA COMMENDING PERRY SCOTT FOR HIS DEDICATED AND DISTINGUISHED SERVICE TO THE CITY OF SANTA MONICA". . ,Mayor Yannatta Gold\~ay read and presented Resolution No. 6246(CCS) entitled: "A RESOLU- . 'TION OF THE CITY COUNCIL OF THE CITY DF SANTA MONICA COMMENDING CHERYL D. RHODEN FOR HER 'DEDICATEIi SERVICE TO THE CITIZENS OF SANTA MONICA". Mayor Pro Tempore Edwards moved to adopt the above resolutions recognizing the service rendered by retiring Councilmembers. Second by Councilmember lane. The motion was approved by the following vote. Council Vote: Unanimously approved 5-0 Absent: Councilmembers Jennings and Reed ADJOURNMENT: The organization meeting of the Council was adjourned at 8'20 P.M. as moved by Councilmember Press, second by Councilmember Zane. A special meeting of the City Council Nas called to order by Mayor Yannatta Goldway at 8.20 P.M. 2 April 21, 1981 . . . . . . BUILDING MORATORIUM: Mayor Yannatta Goldway announced that this meeting had been called for the purpose of considering preparation of an emergency building moratorium ordinance and that a special meeting has been called for 8:10 P.M., Wednesday, April 22, 1981, to consider the introduction of such ordinance. Councllmember Zane moved to direct the City Attorney to draft an ordinance calling for an emergency moratorium on commerCial and residential development in the City of Santa Monica and declaring the presence of an emergency. Second by Councilmember Conn. Discussion was held in regard to the scope of the ordinance, exemptions, vested rights, appeal procedure, purposes, and the term of the moratorium to last until October 1, 1981. The motion was approved by the following vote: Council Vote: Unanimously approved 5-0 Absent. Councilmembers Jennings and Reed Mayor Yannatta Goldway moved to direct the City Manager to direct the Planning Department and Building Department to delay the issuance of any building or demol itlon permits for 24 hours until a decision is made on the matter before them. Second by Councilmember Conn. The motion was approved by the following vote: Council Vote: Unanimously approved 5-0 Absent: Counci imembers Jennings and Reed CLOSED SESSION: There being no objection, the Closed Session scheduled at this time for discussion of pending litigation was continued to the special meeting of April 22, 1981. ADJOURNMENT: At 8.45 P.M. on motion of Mayor Pro Tempore Edwards, second by Council- member Press. the meeting was adjourned in honor of outgoing Councilmembers and the Fire Department who assisted with the biggest crowd that has ever been present at City Hall.
