May 3, 1979
A regular adJourned meetlng of the Santa Monica City Council was called
to order at 7:00 P.M. by Mayor Pieter van den Steenhoven who led the
assemblage in the pledge of allegiance to the United States of America.

Mayor van den Steenhoven moved that all nominees not present be elIminatedl
from consideration. Second by Councilmember Scott. The motion failed by I

At 7:30 P.~. a roll call of nOmlnees was taken and those not present and
those havlng receIved one or no vote were eliminated from consideration
as follows: Don Allen, ~onroe Allen, Michael Bromberg, Frances Daly,
John Dawson, James Goerz, Gerald Goldman, Louis Goldman, Renee Gould,
James Heit, Hilliard Lawson, A. L. Lynch, Dolores Press, William Selditz,
Alvin Shmulewitz, and Gary Schwedes.
A roll call was then taken of the remaining thIrteen nominees with each
Councilmember casting eight votes with the fOllOWIng results: Lillian
Abelson - 6 votes; Bill Allen - 4 votes; Roberta de la Puente - 3 votes;
John Fowler - 3 votes; Ron Guercio - I vote; Fred Mackenzie - 4 votes;
Lois Moss - 3 votes; Irene RodrIguez - Z votes; Carl Schmidt - 2 votes;
~eil Stone - 3 votes; Van Royce VIbber - 4 votes; Zeke Warsaw - 3 votes;
and Edward Wiseman - 4 votes. Those five nominees haVIng four votes,
LIllian Abelson, Bill Allen, Fred Mackenne, Van Royce Vibber, and Edward
Wiseman, were selected as fInal nominees.
A roll call was then taken of the remainIng eight nomInees with each
Councilmember casting 3 votes WIth the following results: Roberta
de la Puente - 2 votes; Irma Rodriguez - 1 vote; Carl Schmidt - 2 votes;
~eil Stone - 3 votes, and Zeke Warsaw - 2 votes. Those nominees having
three votes, John Fowler, Lois Moss, and ~eil Stone, were selected as
nominees. The ten nominees from which fIve Interim Rent Control Board
Commissioners will be selected are: Lillian Abelson, Bill Allen, ,John
Fowler, HarleIgh Johnston, Fred Mackenzie, Lois ~oss, JUdIth ~eveau,
Neil Stone, Van Royce Vibber, and Edward Wiseman.
Each nominee was interviewed by the CIty Council.
Mayor van den Steenhoven moved to hear a member of the publIC who wished i
to appeal as a nominee not selected for consideration. Second by CouncilJ
member Yannatta. The motion was approved by the following vote:
Council Vote: Affirmative: Councilmembers Bambrick, Jennings,
Scott, Yannatta, and ~ayor van den
Steenhoven.
Negative:
Mayor Pro Tempore Reed
Absent:
Councilmember Swink
Neil S. Steiner addressed the Council and alleged that he had not been
considered because Mayor Pro Tempore Reed had held one position open for
a minorIty person. Mr. Steiner stated that this was unconstItutional.
No action was taken.
At 9:20 P.M. the meeting was adJourned on motion of CouncIlmember Scott,
second by Mayor Pro Tempore Reed.
