meetlng of the Santa Monica City Council was called to order at

Presented for conslderatlon at this time was a discussion regarding the i
legal services of the Clty. ~ayor Bambrick presented the following 11
informal questions for discussion: 1. What should be the relatlonship 0
the Personnel Department to the City Attorney's Offlce. 2. How should
the Counci 1 cope Wl th the loss of City legal personnel, l...ha t are the Ci ty
Attorney's recommendatlons and what are opinions of Councilmembers. 3.
What should the Council policy be for major cases moving towards trial.
4. Should the salary schedule be discussed agaln for Deputy II Clty
Attorneys. ~ayor Pro Tempore Yannatta Go1dway moved to adjourn to
executive session. Second by Councilmember Rhoden. After dlscussion,
Mayor Pro Tempore Yannatta Goldway withdrew the motion and Councilmember
Rhoden the second.
Lengthy dlscussion was held by the Council regarding the relationship
between the City Attorney's office and the Personnel Department. At
10:00 P.M. Councl1member Rhoden moved to adjourn to executive session to
consider Item 4. Second by Mayor Pro Tempore Yannatta Goldway.
Councll Vote: Unanimously approved 5-0
Absent: Councilmembers Scott and van den Steenhoven
Councilmember Rhoden was excused from the executive session at 10:15 P.M.
The Council reconvened at 10-45 P.M. with the following Councilmembers
present: Mayor Pro Tempore Yannatta Goldway, Councilmembers Reed and
Jennlngs and Mayor Bambrick. ~ayor Pro Tempore Yannatta Goldway moved
to adopt Resolution No. 5522(CCS) entitled: "A RESOLUTION OF THE CITY
COUNCIL OF THE CITY OF SANTA ~O~ICA AMENDING RESOLUTION ~O. 5487 TO
ADJUST SALARIES OF CERTAIN EMPLOYEES OF THE CITY ATTORNEY'S OFFICE",
reading by tltle only and waiving further reading thereof, and further to
authorlze the City Attorney to begln negotiations under the conditions
outlined in the Resolution with flexibIlity regarding the range, and
taking whatever actlon is needed to fill the vacanCles in his department.
Second by COUflcilmember Reed.

Absent. CouncIlmembers Rhoden, Scott and van den Steenhoven
Mayo! Pr? Tempore Yannatta Goldway moved to direct the City ~anager and
the City Attorney to work together to prepare a staff report regarding
the operatlon of the City Attorney's office during this lnterim perlod
while vacancies are fllled; that alternatlves be considered such as
retaining outside personnel-injury defense firms and aprocedure be developed
for hiring a new City Attorney. Second by Councilmember Reed. Clarlfica-

termlnated but only those necessary to operate the department.

At 10:50 P.M., on motlon of Mayor Bambrlck, second by Counci1member
Reed the meeting was adjourned in memory of Wesley J. Richards, who was
a lont-time resident of Santa Monica and founder of the Santa Monica
~oy's Club, Katerlne Wlsemand, mother of Edward Wiseman/and Louis A.
Bennett, who was an Assistant Street Superintendent of the City of
Santa Monica for seven years.
Council Vote: Unanlffious1y approved 4-0
