SPECIAL JOINT MEETING OF CITY COUNCTL AND
RENT CONTROL BOARD
FEBRUAAY 2I, 1984
A Special Joint Meeting of the Santa Monica City Council and Santa
Monica Rent Control Board was called to order by Mayor Edwards at
7:30 P.M., on Tuesday, February 21, 1984, in the Council Chambers,
for the puzposes stated on the agenda and Considered in these
minutes. Rent Control Board Chairperson Bauer led the assemblage
in the pledge of ailegiance to the United States of America.

CC/RCB-I RENT CONTROL BOARD BUDGET/LEGAL STAFF: Presented was the
matter of implementation of 'Judge Choate's order, Creighton v.
Dennis, regarding a ruling that the City Council is responsible far
adoption of the Rent Control Board budget and that the City
Attqrney's office is responsible for legal representation of the
Rent Control Board. Discussion was held.

CC/RCB-2: RENT CONTROL ANNUAL REPORT: Discussion was held in
regard to the 1983 Annual Report of the Santa Monica Rent Control
Board as presented.
CC/RCB-3: PDBLIC INPUT: The following members of the public were
heard in regard ~o matters on the agenda: Melinda Leonard, Conley
Major, Sheila Stone, Maria Peluso, Carol Fri~merson, Linda Li~low,
Curt Ullman, 'James W. Baker, Wilho Miller, Barbara Jo Osborne,
Sandra Marino, J. L. Jacobson, Byron Fry, E. Dobrin, Jeff Mudrick,
Fred F. Fitzgerald, DonaZd Howland, Gregory Pesho, Dorothy
McGregor, Herman Rosenstein, Doug Ehlers, 'John Jurenka, Daniel
Cohen, Ulysses Gibson, Irv Laskey, Leslie Bennett, Walter Sehwartz,
Anthony Nitti, Roy Morando, Bob Neimann and Tom Nitti.
At 10:50 P.M., Councilmember E~stein moved to continue the meeting
until 11:30 P.M. and to hold the scheduled Closed Session at 12:00
midnight Second by Councilmember Reed. The motion failed.
Councilmember E~stein moved to continue the meeting past 11:00 P.M.
Second by Councilmember Conn. The motion was approved by a vote af
6 to one, Counciimember Reed opposed. Discussion was held by
members of the Rent Control Board and the City Council in regard to
agenda items.
CC/RCB-4: CLOSED SESSSON: Presented was a request for Closed
Session for the purpose of discussing pending litigation. At 11:25
P.M., Councilmember E~stein moved to hold a Closed Session for the
stated purposes. Second by Councilmember Reed. Discussion was
held in regard to the need for a Closed Session. The motion to
hold a Closed Session failed.
AffJ4URNMENT: At 11:30 P.M., Councilmember E~stein moved to adjourn
in memory of Wi11~am F. Fremdling and Margaret Quarrington. Second
by Councilmember Reed. 7'he motion was approved by the following
vote:
Council Vote: Unanimously approved 7-0
February 2i, 1984
At 11:30 P.M., Rent Control Board Chairperson Bauer moved to
adjourn the meeting. Tl~e motion was duly seconded and apgroved by
the following vote:
Rent Control Board Vote: Unanimously approved 5-0
