Briefing by City Manager on local emergency caused by ~torm and hi9h tides (dama~e to Pier and closure of Pier area) . A 9-minute tape was screened, filmed by the Los Angeles News Service, after which the City Manager presented his briefing on the damage caused by the storm. At 8:25 P.M., Councilmember Conn departed. At 8:40 P.M., the public hearing was declared open, and the following members of the public spoke: David Weiss, Isiah Soltes, Carl Boranian, Fran Daly, Sid Henderson, Steve Sturges, I. Luttrell, Beverly Hazen, Jan Vogelsang, Kathryn Voight, Christene Luttrel, Diana Cherman, Shorty Holtby, ,Luke Benti, Henry O. Margaillan, Dix Roper, John E. iWasielewski, John Jurenka, Gina Greer and Patrick Smith. 'There being no more members of the public wishing to speak, at 9:35 P.M. the public hearing was closed. Discussion followed, with funding questions being the major concern of the Council. Councilmember Zane moved, Mayor Pro Tempore Edwards seconded to repair the Pier to its original status and beyond with the understanding that staff is reviewing the advisability '1 February 1, 1983 140 . of reestablishing the lower deck. The City Manager presented the staff report. Mayor Pro Tempore Edwards moved and Councilmernber Press seconded to adopt Resoiution"No. 662l(CCS) entitled: "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA MONICA RATIFYING, CONFIRMING, AND APPROVING THE PROCLAMATION OF LOCAL EMERGENCY ISSUED BY THE DIRECTOR OF EMERGENCY SERVICES AND THE RULES, REGULATIONS, AND ACTIONS TAKEN PURSUANT THERETO," reading by title only and waiving further reading thereof. Councilmember Zane moved and Mayor Yannatta Goldway seconded to adopt Resolution No. 6622(CCS) entitled: "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA MONICA WAIVING COMPETITIVE BIDDING FOR DEMOLITION AND SALVAGE WORK TO RESPOND TO LOCAL EMERGENCY, reading by title only and waiving further reading thereof; also, award Contract No. 3872(CCS) to Healy Tibbits Co. for demolition and salvage work to the Pier. The motion was approved by the following roll call vote: . Affirmative: Councilmembers: Edwards, Jennings, Press, Reed, Zane and Mayor Yannatta Goldway Negative: Councilmembers: None Absent: Councilmembers: Conn 2 February I, 1983 . . . . . 141 Discussion was held regarding the recommended action on pages 31 and 32 in the City Manager's staff report. Mayor Yannatta Goldway recommended voting first on those issues in which the Council agreed, by item, and then separately on the others. Councilmember Press moved and Councilmember Zane seconded to 1) provide information and all assistance to the State and Federal governments as necessary to secure the maximum amount of disaster related finance assistance: 2) Proceed with the demolition of those portions of the pier that are necessary to the maintenance of public health and safety: 3) Proceed with such salvage operations that are necessary to protect pUblic and private property currently on the Santa Monica Pier: 4) Work cooperatively with the Pier Task Force to initiate the process of design review of the Santa Monica pier and breakwater and report to the City council with recommendations by April 1, 1983: 5) R~view the activities of the harbor staff and associated harbor actlvities and provide recommendations pertaining to the future operations of the harbor and harbor staff. These recommendations should be discussed with the Pier Task Force and report to City Council by April 1, 1983: (Item 10) Continue to execute all necessary emergency degrees as required by public health ,and safety. Work with Pier lessees to maximize promotional opportunities for the Pier. Item 8 to read: Continue to \eXPIOre means of raising revenue for financing necessary to Pier restoration including those which relate to private Ifund raising activities and report back to Council no later than April 1. 1983.
