OF THE SPECIAL MEETING OF THE
CITY COUNCIL OF SANTA MONICA, CALIFORNIA
MARCH 1, 1983
Notice having been given in accordance with Government Code
54956, Mayor Yannatta Goldway called the meeting to order at
6:05 P.M.

1. First readin~ of ordinance amendin~ the Santa Monica
Munici?al Code regardin9 Bin90 games.
The City Attorney presented the staff report and described
changes to Municipal Code Section 61102 proposed by the
ordinance and expanding the locations in which Bingo can be
played and eliminating restrictions against Friday and
Saturday games. Mayor Yannatta Goldway announced that Mr.
Neil A. Hofland was in the audience should Council need to
question him. There being no one who indicated a desire to
address Council, Councilmember Conn moved, Mayor Yannatta
Goldway seconded and motion carried unanimously closing the
public hearing.
Council briefly discussed extent of control pertaining to
the granting of use of City facilities for Bingo games, and
were satisfied with limits of ordinance presented.
The City Attorney advised that the ordinance was constructed
to have the narrowest possible interpretation to accomplish
the purpose the City Council desired.
Councilmember Conn moved and Councilmember Zane seconded to
approve first reading of an ordinance entitled: "AN
ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SANTA MONICA
AMENDING MUNICIPAL CODE SECTION 61102 RELATING TO BINGO,"
reading by title only and waiving further reading thereof.
The motion was approved by the following roll call vote:

CLOSED SESSION:
2. Closed Session re9arding pendin9 liti9ation.
At 6:15 P.M., Councilmember Conn moved, Mayor Yannatta
Goldway seconded and motion carried unanimously to adjourn
to Closed Session.
At 6:35 P.M., the Council returned and assumed their places
at the dais.
The City Attorney announced that Council had reviewed
settlement on Claim CSM 82240 in the amount of $5,175 for
Richard Howland.

Councilmember Conn moved, Mayor Yannatta Goldway seconded
and motion was approved unanimously to approve the
settlement as recommended.
At 6:30 P.M., Mayor Yannatta Goldway moved and Councilmember
Conn seconded to adjourn in honor of Melvern T. Barsam and
James Richardson. The motion carried unanimously.
