M-4/19/1983 . . . . 233 MINUTES OF THE MEETING OF THE CITY COUNCIL OF SANTA MONICA, CALIFORNIA APRIL 19, 1983 A meeting of the Santa Monica City Council was called to order at 7:30 P.M. on Tuesday, April 19, 1983, by Mayor Yannatta Goldway who led the assemblage in the pledge of allegiance to the United States of America. Roll Call: Present: Mayor Ruth Yannatta Goldway Mayor Pro Tempore Ken Edwards Councilmember James P. Conn Councilmember William H. Jennings Councilmember Dolores M. Press Councilmember Christine E. Reed Councilmember Dennis Zane City Manager John Alschuler, Jr. City Attorney Robert M. Myers City Clerk Joann Jelly Mayor Yannatta Goldway presented comments and (in summary) stated that everyone has reason to celebrate the results of the recent election in that every candidate supported rent control, rational zoning, toxic chemical control and social service programs. She commended Ken Edwards as the next Mayor and stated she was proud of the accomplishments achieved in the last four years. She then called for the first agenda item. 1. Adoption of a resolution certifrin~ the results of a General Municipal Election held on Apr11 12, 1983. Presented for adoption was a resolution certifying the result General Municipal Election held on April 12, 1983. Councilmember Conn moved and Councilmember Zane seconded to adopt Resolution No. 6669(CCS) entitled: "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA MONICA RECITING THE FACT OF THE ELECTION HELD IN SAID CITY OF SANTA MONICA ON THE 12TH DAY OF APRIL, 1983, AND ADOPTING THE STATEMENT OF RESULT OF VOTES CAST," reading by title only and waiving further reading thereof. The motion was approved by the following roll call vote: Affirmative: Councilmembers: Conn, Edwards, Jennings, Press, Reed, Zane and Mayor Yannatta Goldway Negative: Councilmembers: None 1 April 19, 1983 234 . Absent. Councilmembers: None 2. Administration of the Oath of Office and presentation of Certificate of Election b~ the Cit~ Clerk to the four newly-elected members of the Board of Education. The City Clerk administered the Oath of Office and presented the Certificate of Election to Della Barrett, Robert Holbrook, Dianne Berman and Richard C. Williams who were elected as members of the Board of Education at the General Municipal Election held April 12, 1983. 3. Administration of the Oath of Office and presentation of Certificate of Election b~ the Cit~ Clerk to the three newly-elected member of the Rent Control Board. The City Clerk administered the Oath of Office and presented the Certificate of Election to Wayne Bauer, Susan Davis and David Finkel who were elected as members of the Rent Control Board at the General Municipal Election held April 12, 1983. . 4. Administation of the Oath of Office and presentation of Certificate of election b~ the Cit~ Clerk to the three newly-elected members of City Council. The City Clerk administered the Oath of Office and presented the Certificate of Election to David Epstein, William Jennings and Christine Reed who were elected as members of the City Council at the General Municipal Election held April 12, 1983. 5. Selection of a Mayor for a two-year term. The City Clerk called for nominations for Mayor of the City of Santa Monica for a two-year term. Oouncilmember Reed moved that Councilmember Edwards be appointed Mayor by unanimous consent, seconded by Councilmember Zane. The motion was approved by the fOllowing roll call vote: Affirmative: Oouncilmembers: Conn, Edwards, Jennings, Press, Reed and Zane Abstain: . Councilmembers: Epstein Negative: Oouncilmembers: None Absent: Councilmembers: None 6. Selection of Malor Pro Tem?Ore for a two-year term. Mayor Ken Edwards called for nomination of Mayor Pro Tempore of the City of Santa Monica for a two-year term. Councilmember Zane nominated Dolores Press, Councilmember Epstein nominated Christine Reed, who requested that her 2 April 19, 1983 . . - t . 235 name be withdrawn. There being no other nominations, nominations were closed. The motion was approved by the following roll call vote: Affirmative: Councilmembers: Conn, Edwards, Jennings, Press, Reed and Zane Abstain: Councilmembers: Epstein Negative: Councilmembers: None Absent: Councilmembers: None 7. Recosnition of service rendered by retirin~ Mayor Ruth Yannatta Goldway. Councilmember Reed moved, seconded by Councilmember Epstein to adopt Resolution No. 6670(CCS) entitled: "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA MONICA COMMENDING THE HONORABLE RUTH YANNATTA GOLDWAY, MAYOR, FOR HER DEDICATED SERVICE TO THE CITY OF SANTA MONICA," read by Councilmernber Reed. The motion was approved by the following roll call vote: Affirmative: Councilmembers: Conn. Epstein, Jennings, Press, Reed, Zane and Mayor Edwards Negative: Councilmembers: None Absent: Councilmembers: None Mayor Edwards made a presentation of a proclamation and a plaque honoring Rutn Yannatta Ge1dway's term as Mayor. Also, Morris Rosen, Director of Israel Levin Center and a member of the Commission on Older Americans delivered a resolution from California State Assembly, presented by the office of Assemblyman Tom Hayden and State Senator Herschel Rosenthal recognizing Mayor Yannatta Goldway for services to the community. ADJOURNMENT. At 8:12 P.M., Councilmember Conn moved adjournment as Statewide Day of the Teachers. Seconded by Mayor Pro Tempore Press. The motion was unanimously approved.
