M-5/31/1983 . . . . 285 CITY OF SANTA MONICA CITY COUNCIL MINUTES MAY 31, 1983 The Santa Monica City Council met in study session on May 31, 1983, for the purpose of discussing the proposed 1983-84 Fiscal Year Budget. Mayor Edwards called the session to order at 6:05 P.M. Roll Call: Present: Mayor Ken Edwards Mayor Pro Tempore Dolores M. Press Councilmember William H. Jennings Councilmember David G. Epstein City Manager John H. Alschuler, Jr. Acting Assistant City Clerk Ginny Piccolo Absent: Councilmember James P. Conn Councilmember Christine Reed councilmember Dennis Zane STUDY SESSION: Staff presented a general introduction and overview of the proposed 1983-84 Fiscal Year City Budget and suggested various means of revenue sources. At 7:20 P.M., lthe Study Session recessed. REGULAR COUNCIL MEETING: A regular adjourned meeting of the Santa Monica City Council was held, having been continued from May 24, 1983. At 7:29 P,M., the meeting was called to order by Mayor Edwards. Mayor Pro Tempore Press led the assemblage in the pledge of allegiance to the united States of America. The motion was approved by unanimous vote. 6. CONSENT CALENDAR: 6-M: PROCLAMATION OF LOCAL EMERGENCY: Maror Edwards moved to adopt Resolution No. 6697(CCS) entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA MONICA PROCLAIMING THE CONTINUED EXISTENCE OF THE LOCAL EMERGENCY," Second by Mayor pro Tempore Press. The motion was approved by the following vote: Council Vote: Unanimously approved 4-0 Absent: Councilmembers Conn, Reed and Zane 7. PUBLIC HEARING: 7-B: PROPOSED COMMUNITY DEVELOPMENT PLAN--OBJECTIVES AND FUNDS: The staff report was presented regarding the 1983-84 Community Development Plan with "proposed Statement of Community Objectives and Projected Use of Funds." At 8:47 P.M. the public hearing was declared open. councilmember Jennings moved to limit the speakers to three minutes each. The motion was duly seconded and carried unanimously. At 11:30 P.M., Oouncilmember Conn moved to adjourn the public hearing to 7:30 P.M. on June 7, 1983. The motion was duly seconded and unanimously approved. After discussion, Mayor Edwards moved to adopt the Community Development Objectives and Jobs Bill Objectives as presented in Attachment II of the staff report. Second by Councilmember Conn. Discussion was held. Following discussion the motion was approved by the following vote. Council Vote: Unanimously approved 7-0 At 11:46 P.M., Councilmember Epstein moved to adjourn the meeting to Saturday, June 4, 1983 at 9:00 A.M., adjourning in memory of A. E.
