M-4/6/1982 . . . . 277 CITY OF SANTA MONICA MINUTES OF JOINT MEETING OF CITY COUNCIL AND REDEVELOPMENT AGENCY APRIL 6, 1982 A special joint meeting of the Santa Monica Clty Council Redevelopment Agency was held on Tuesday, April 6, 1982. P.M., Mayor Yannatta Goldway called the meeting to order the assemblage in the pledge of allegiance to the Un~ted America. and At 7:37 and led States of Roll Call: Present: Mayor Ruth Yannatta Goldway Mayor Pro Tempore Ken Edwards Councilmember James P. Conn Councilmember Dolores M. Press Councilmember Chrlstine E. Reed Councilmernber Dennis Zane City Manager John Alschuler, Jr. City Attorney Robert M. Myers Acting City Clerk Connie McNeely Absent: Councilmember William H. Jennings SETTLEMENT AGREEMENT WITH LINCOLN PROPERTY COMPANY: Presented was a staff report transmitting a recommendation to direct the City Attorney/Agency Counsel to prepare a settlement agreement with L1ncoln Property Company and to request an amendment of the Coastal Development Permit. Discussion was held. Councilmember Conn moved to hear members of the public for three minutes each. Second by Councilmember Reed. The motion was approved by unanimous vote. The following persons spoke in regard to the matter: Arthur Mortimer, Mara Kier, John Jurenka, LiuciJa Baskauskas, Walter L. Schwartz, David Shulman, J. Marx Ayres, Roberta Smith, Harold Finn, Wayne Hall, Linas Baskauskas, Renee Vollen, Edwin B. Stegman, Eric Wichmann, Simone Blais, Philip E. Anaya, Dr. Bernice Marshall, Jamil Soorani, Jerry Fadem, Stephen Anaya, Clare Branfman, Vince LeVeque, Michael Black, Marianne Boretz, Sherman L. Stacey, Hal Shulem, Ernie Powell, Jack L. Silvas, Susan Cloke, Roberta Schulman, Kerry Ann Lobel, David Epstein, Dan Cohen and John Gabree. Discussion was held. Mr. Joel Landau of Lincoln Property Company spoke in regard to the matter. Discussion continued. Councilmember Press requested that the record reflect that under no circumstances would she vote for this proJect unless the affordable housing was on the slte of the project. Councilmember Conn moved to authorize the City Attorney/Agency Counsel and the City Manager/Executive Director to enter into a settlement agreement with Lincoln Property Company; to conduct public hearings pertaining to neighborhood concerns for off-site amenities; subsequent to public hearings, to adopt within 90 days a plan for 1 April 6, 1982 278 . off-site improvements and on-site affordable housing; to designate within 90 days the recommended owner/manager for the on-site affordable housing, the number of units to be build, and the household types to be served; to direct staff to seek an agreement that the architect of the Sea Colony proJect shall be utilized as the architect for affordable housing, that the contractor for the Sea Colony shall be the contractor for the affdordable housing, and that construction shall commence simultaneously; to direct staff to file for and obtain an amended Coastal Permit subsequent to Council action pertalning to off-site lmprovements. Second by Councilmember Press. Following further discussion, the motion was approved by the following vote: Council Vote: Unanimously approved 6-0 Absent: Councilmember Jennings ADJOURNMENT: At 10:17 P.M.
