M-12/6/1983 CITY OF SANTA MONICA CITY COUNCIL MINUTES DECEMBER 6, 1983 A special Joint meeting of the City Council and City Boards and Commissions was called to order in the Civic Auditorium, East Wing, 1855 Main Street, Santa Monica, California, on Tuesday, December 6, 1983, at 6:30 P.M. (having been preceded by an informal gathering at 5:30 P.M.). Roll Call: Present: Mayor Ken Edwards Mayor Pro Tempore Dolores M. Press Councilmember James P. Conn Councilmember David G. Epstein Councilmember Wil11am H. Jennings Councilmember Christine E. Reed Councilmember Dennis Zane Representatives from: Airport Commission Architectural Review Board Arts Commission Building and Safety Commission Commission on Older Americans Commission on the Status of Women Electrical Board of Appeals Fair Election Practices Commission Housing Commission Landmarks Commission Library Board Personnel Board Planning Commission Plumbing and Mechanical Board of Appeals Recreation and Parks Commission Social Services Commission City Manager John H. Alschuler, Jr. Assistant City Attorney Stephen Stark City Clerk Ann M. Shore Mayor Edwards welcomed the membership on behalf of the Council to their second joint meeting and referred to the purpose of this meeting as a time to provide an overview of their activities. City Manager Alschuler added staff's appreciation for the hard work and energy of Board and Commission members and reviewed the importance 1 December 6, 1983 of their workplans being prepared for inclusion in the forthcoming budget process. The following members of Boards and Commission reported on their activities for the past year and priorities for the coming year: Robert A. Muhlbach, Airport Commission; Eileen Hecht, Architectural Review Board; Herbert Kendall, Arts Commission; C. Frank Knowlton, Building and Safety Commission; Dan Cohen, Commission on Older Americans; BarbaraJo Osborne, Commission on the Status of Women; William Higgins, Electrical Board of Appeals; Lacy Goode, Fair Election Practices Commission; Seth Jacobson, Housing Commission; David Cameron, Landmarks Commission; H. Richard Horst, Library Board; Carol E. Hetrick, Personnel Board; Susan Cloke, Planning Commission; Paul Bonner, Plumbing and Mechanical Board of Appeals; Ernie Powell, Recreation and Parks Commission; Manuel Hellerman, Social Services commission. The handbook for City Boards and Commissions was distributed and described by Community Liaison Vivian Rothstein. Discussion was held in regard to timing of workplans, coordination of activities, and recruitment. At 9:20 P.M., Mayor Edwards moved to adjourn the meeting in memory of Robert Kline, Chairperson of the Electrical Board of Appeals.
