A RESOLDnON OF THE CITY COUNCIL OF THE CITY
OF SANTA MONICA DECLA...ttING A NEED Foa A PARKING
AUTHORITY TO FUNCTION IN SAID CITY.
WHEREAS, the Parking Law of 1949 provides that,
there is created in each City or the State, a public body
corporate and politic, to be known as the "Parking Authority"

of the City; and
~, pursuant. to said law, the authority of
said City shall not transact any business or exercise any
powers under said law unless and until the legislative body
or the Clt.y, by resolution, shall declare that there 1s need
.for a parking authority to 1Unction in such Cit.y; and
WHEREAS, there exists in the City at Santa l>tJnica,
a serious congestion o~ street traffic preventing free
circulation of tra.ffic, obstructing access to and use of
both public and private property and increasing traffic hazards.
impeding rapid and ef:feetive f"ighting of fires and the dis-
position or police forces and endangering the public peace,
health and safety; and
WH&RKAS, this condition 1s caused in a substantial
part by lnauf.ficiency of space or accommodations for the
parking or motor vehicles ot! the public street; and
WHEREAS, the supplying or additional parking
facilities and the performance of all undertakings incidental
or advantageous thereto are public uses and for the benefit
ot the City of Santa Monica, a municipal corporation, and
1s a public purpose 1:or which public money may be spent and
private property acquired and is a governmental function; and
