The Redevelopment Agency of the City of Santa Monica, Cal ifornia, met in special
session in the City Council Chamber on October 12, 1976 at 7:15 p.m.
PRESENT:

APPROVAL OF MINUTES:
The minutes of the July 13, August 10, and September 28, 1976, meetings were
approved as mailed on a motion by Mrs. Reed and seconded by Mrs. Swink, by a
unanimous voice vote. Staff was directed to mail copies of the minutes to the
members within two weeks following each meeting.
PROJECTS ACTIONS AND REPORTS:
Downtown Project:
State Coastal Commission Conditions in Conjunction with Project Approval.
Mr. McCloskey addressed the members requesting clarification of the Agency's
position with regard to Coastal Commission Conditions 81 and B2. He expressed
concern that, in the event the City was unable to comply co~pletely with 81 and
82, the City would have no recourse. The Chairman stated that an understanding
had been establ ished with the Commission prior to the Coastal Commission meeting
when the project was approved.
A motion was made by Mrs. Reed stating that pol icy previously adopted by the
Redevelopment Agency with regard to conditions set forth by the Coastal Commission
was the position taken by the Agency at the Coastal Commission hearing June 16,
1976. The ~otion was seconded by Mrs. Swink and passed unanimously with the
following roll call vote'

Ocean Park Project:
Clarification of the Lease Requirements with Santa Monica Shores.
Mr. McCloskey asked for clarification of the requirement of a performance bond
in a proposed lease with Santa Monica Shores. Mr. McCloskey made a motion author,z-
