ACTION The City Attorney reviewed the Ralph M Brown Act legal requIre-
ments. parliamentary procedures and rules of conduct for the holding of public
meetings, and conflict of Interest laws for elected and appOinted offiCials
As a result of the above diSCUSSion staff was directed to determine If there IS any
conflict of Interest In the CIty proViding funding to Neighborhood Services Center
(NSC) It was also the consensus of City CounCil to direct the City Attorney to
request a legal opinion from the Attorney General's Office regarding a
councllmember's constitutional nghts to attend any kind of meeting, Including a
political meeting, versus Brown Act limits In the gathering of more than three
councllmembers. at the same location at the same time
