An adjourned meetmg of the Santa Monica CIty CouncIl was called to order by Mayor Abdo
at 646 P M on Tuesday, January 18, 1994, m the CouncIl Chambers.

CouncIlmember Genser moved to add Emergency Item Nos 8-C and 9-B because the
situatIon creatmg the emergency dId not eXIst prior to 72 hours before the agenda was posted
and to hear those members of the publIc who wIsh to speak on Item Nos 7-A and 8-A but
who do not wish to attend the another meeting and then contmue those Items to a tIme to be
determmed by the Mayor and CIty Manager Second by CouncIlmember Greenberg.
DISCUSSIOn was held CouncIlmember Greenberg moved to amend the motIon to consIder the
Consent Calendar and then make a declSlon was respect to Item Nos 7 -A and 8-A The
motIOn was accepted as fnendly The motIOn was unarumously approved.
6. CONSENT CALENDAR Presented was the Consent Calendar, whereby all Items are
consIdered and approved m one motIOn unless removed from the calendar for dISCUSSIOn

SOURCE-SEPARATED RECYCLABLE MATERIALS SERVICE," was adopted.
6-C: AUTHORIZATION FOR PARK RANGERS TO ISSUE CITATIONS/ANIMAL
CONTROL REGULATIONS: Ordinance No 1718 (CCS) entitled: "AN ORDINANCE
OF THE CITY COUNCIL OF THE CITY OF SANTA MONICA AMENDING THE
MUNICIP AL CODE TO PROVIDE AUTHORIZA nON FORP ARK RANGERS TO MAKE
ARRESTS," was adopted.

DIscussion was held Councllmember Olsen moved to contmue the award of a contract to
Paul Gardner Corp for $199,478 for the InstallatIon of a traffIC sIgnal at the mtersection of
Pica Boulevard and 26th Street. and the mod1flcatlOn of traffIc SIgnalS at the IntersectIOns of
Broadway Avenue and 26th Street, and Colorado Avenue and 26th Street to the meetmg of
February 8, 1994. Second by Councilmember Genser DISCUSSIOn was held The motIon
was unanimously approved.
Councllmember Genser moved to hear from those members of the public who wish to speak
on Item Nos. 7-A and 8-A but who do not wish to return on January 24th and then contInue
Item Nos 7-A and 8-A to the meetIng of January 24, 1994 Second by Councllmember
Greenberg The motlon was unanimously approved.

PROGRAM LAND USE PLAN: Pursuant to the earher motIOn, there being no one wlshmg
to speak on thiS item, the ordmance for mtroducuon and first readmg approvmg development
agreement 92-001 between John B Kllbane and Associates, Inc and Myron L Nathan and
Lorrame Nathan and the City of Santa Moruca to permit an approxrmately 11,800 sq. ft.

8-C: DECLARATION OF PRESENCE OF AN EMERGENCY/PROCEDURES FOR
RECONSTRUCTION. REBUILDING OR DEMOLITION OF EARTHOUAKE-
DAMAGED STRUCTURES Presented were emergency ordinances for mtroducnon and
adoption declanng the presence of an emergency, establishmg procedures for the
reconstructIon, rebuilding or demolItIon of earthquake-damaged structures on an intenm baSIS
and drrectmg the CIty manager to waive all city permit processing fees.
9-B: DECLARATION OF EXISTENCE OF A LOCAL EMERGENCY' Presented was
a resolution declaring the eXIstence of a local emergency Council asked questIons of staff
Member of the publIc Joy Fullmer expressed her concerns. Members of the publIc Ken
BreIsch, David Cameron, Dave Paley, and Nmon Grossberger spoke In favor of the proposal
and made suggestIOns. Members of the pubbc John Jurenka and Carl Lambert urged CouncIl
to provide mcentlves for owners to rebUild Member of the publIc Lou Moench urged the
preventIon of replacmg affordable housmg WIth hIgher cost housing and made suggestions
Member of the publIc Pam O'Connor expressed concern with unnecessary demolItIon of
hIstone resources. Member of the publIc Bruce Cameron spoke In support of the proposal
Members of the publIc MIke Gebman, Ryan Gebman, Jean Gebman, SheIla Gebman, and
Heather Gebman reported on earthquake damage and urged the speedy demolitIOn of severely
damaged buildmgs and reSIdences CouncIl asked questIOns of staff. CouncIlmember Genser
moved to adopt the ordmance amended to delete all reference to the term "reconstructIon,"
with regard to repairs, SectIon 2, page 2, and the last sentence of SectIOn 3 amended to state:
"The bUIldIng or structure retains the same use and, If a reSIdential building, the same
number of umts as existed at the tune of the damage," WIth regard to demolition, the frrst
sentence m Section 4(e) amended so that It is not lmnted solely to the structural analYSIS
prOVIded by the owner by changmg the language to read ". . based on all avaIlable
informatIon, including the structural analYSIS. tt Second by Mayor Abdo DIScussIon was
