CouncIlmember Rosenstein moved to add emergency Item No 4-A to tlns evemng's agenda
and contmue Item Nos 8-B and 8-C to the meetmg of January 25, 1994, to be heard m
approximately the 8 00 P Mo hour Second by Mayor Abdo The motIOn was unammously
approved
4-A: EARTHQUAKE RECOVERY REPORT The Earthquake Recovery Report was
presented by the CIty Manager and staff Council asked questIons of staff DIScussIon was
held

Presented was an appeal of PlannIng CommiSSIon approval of Development ReVIew PermIt

Envlronmental Impact Report 93-002, and recommendation to approve Text Amendment 92-
001 for Senior Housing, TransItIonal Housing and Church Parkmg at 1011 11th Street and
1020 12th Street Applicant Upward Bound House Appellant Ms. Toman Hohberg
Council asked questIons of staff. Christopher Harding, speakmg on behalf of the applicant,

presented an amended applicatIon Ronald Bonaparte, speakIng on behalf of the appellant, I
withdrew the appeal based on the approval of the amendments by the City Council At 8 45
PM, Mayor Abdo declared the publIc heanng open Members of the publIc Leland
Emanuelli, Wilham Teachworth, and Leonard Rogel spoke in opposition to the project
Mayor Abdo closed the publIc heanng at 848 P.M. DiscussIOn followed. Councilmember
Rosenstem moved to approve the EIR Second by Mayor Pro Tempore Vazquez The
motIon was approved by the followmg vote
Council vote Affirmative Councllmembers Vazquez, Rosenstem, Olsen, Holbrook.

CouncIlmember Rosenstem moved to approve the Text Amendment Second by
Councilmember Olsen. DIscussIOn was held. The mOllon was approved by the following

Abstain Councilmember Greenberg
By VIrtue of the above actIOn, the applicatIon was amended, the appeal was Withdrawn, and

8-A: DEVELOPMENT AGREEMENT 92-001lMIXED USE COMl\.fERCIAL
DEVELOPMENT/PARKING/1602 OCEAN AVENUE/A.."IENDMENTS TO LOCAL
COASTAL PROGRAM LAND USE PLAN. Presented was an ordmance for mtroductIon
and frrst readmg approvmg development agreement 92-001 between John B. KIlbane and
Associates, Jnc and Myron L Nathan and Lorrame Nathan and the CIty of Santa MOnIca to
permit an approxnnately 11,800 sq. ft mixed use commercial development WIth two levels
of parking at 1602 Ocean A venue, and adoptIon of a resolutIon approving amendments to the
Local Coastal Program Land Use Plan Council asked questIOns of staff ChrIstopher
Harding, representmg the applIcant, spoke In support of the project. CouncIl asked questIOns
of Mr. Hardmg At 10:20 P.M , Mayor Abelo declared the publIc hearmg open Member
of the publIc Laurel Roennau spoke in oppositIon to the project Members of the publIc
Dennis Zane, DaVId Brown, Leigh Kavanaugh, Ben Peller, Enc Parlee, and Vince Muselh
spoke in support of the project. Mayor Abdo closed the pubbc heanng at 10 53 P M Mr.
Hardmg presented a rebuttal CouncIl asked questions of Mr Harding and John Kilbane.
Councllmember Rosenstem moved to extend the meetmg to 11 15 PM Second by
Councllmember Greenberg Councllmember Gemer moved a substItute motIon to extend the

meetIng to 11'30 P.M. Second by Mayor Pro Tempore Vazquez The motIon was approved,
Councilmember Rosenstein opposed DiscussIOn followed. Councilmember RosensteIn
moved to approve the project as presented by staff WIth the folloWIng changes 1) the height
IrmIt be tlnrty-four feet, as proposed by the applicant WIth spIre, and 2) add the language
prepared by staff regardIng archItectural reVIew Second by CouncIlmember Holbrook
Discussion was held. CouncIlmember Genser moved a substItute motIon to approve the staff
recommendation with the following changes 1) Insert language prepared by staff at the
request of Mayor Abdo; 2) retain thrrty foot heIght limItatIOn as m the staff report, 3) stnke
the alcohol proVlSlOns from the CUP necessitatmg the applIcant to apply for CUPs through
standard process, and 4) the front set-back for the new portlOn of the Lobster be set back to
comply WIth the Zoning Code Second by CouncIlmember Olsen CouncIlmember Olsen
moved to amend the substItute motIon to elrmInate the spIre from the deSIgn The motIon
was accepted as friendly DIscussIOn was held Mayor Pro Tempore Vazquez moved to
extend the meetmg to 11 45 P.M. Second by CouncIlmember Greenberg The motion was
unammously approved. The substItute motion failed by the followmg vote:
Council vote. Affirmative' Councllmembers Genser, Olsen, Mayor Abdo
Negative: CouncIlmembers Greenberg, Holbrook, Rosenstem, Vazquez
Councllmember Greenberg moved to amend the motIon to stipulate that the heIght lirrnt be
reduced to thirty feet The amendment was not accepted as fnendly DIscussion was held
Second by Mayor Abdo. The amendment was approved by the followmg vote.

DIScussion was held Mayor Pro Tempore Vazquez moved to amend the motion to strIke the
alcoholic beverage lIcense process and reqUIre the applicant to apply for CUP's through the
standard process The amendment was not accepted as friendly. MotIon was seconded by
Mayor Abdo The amendment was approved by the follOWIng vote:
Council vote. AffirmatIve Councilmembers Genser, Greenberg, Holbrook, Olsen,
Vazquez, Mayor Abdo

Mayor Pro Tempore Vazquez moved to extend the meetIng to 12.00 Midmght Second by
Councllmember Olsen. The motIon was unammously approved.

Chapter 4 32 to the Santa Momca Municipal Code to regulate pnce mcreases of consumer
goods, products, and servIces during a state of emergency and declaring a state of emergency
was contmued to the meetmg of January 25, 1994

CITIES/V.A. ADMINISTRATIVE PROPERTIES AND SERVICES FOR THE
HOMELESS The request of Mayor Pro Tempore Vazquez to dISCUSS approval of a
ResolutIon recommending the NatIOnal League of CItIes and the CalIforma State League of
Cities advocate to the Federal and State government to be more proactIve m utilization of the
V A. adm1ll1stratIve properties and servIces for the homeless was contmued to the meetmg
of January 25, 1994
14-B: STREET SWEEPING SCHEDULE The request of CouncIlmember Olsen to
dISCUSS dIrectmg staff to change the street sweeping schedule of those multi-fanuly zone areas
currently on a 7 :00 A.M or 8 00 A M start tune to a 9 00 A M start tune was contInued
to the meetIng of January 25, 1994.
