PARKING AUTHORITY MINUTES
COUNCIL CHAMBER1 CITY HALL, SANTA MONICA, CALIFORNIA
October 11, 1966 7:15 o'clock p.m.
The Parking Authority of the City of Santa Monica met in
regular session at the above named tlme and place. The pledge
of allegiance was given.

The minutes of the meetings of July 12, July 26, August 16,
August 23, September 13 and September 27, 1966 were approved as
submitted.
Mr. Reidy asked the reason for the notice of assessment. The
chairman explained that the Parking Authority is a prcperty owner
in the Ma~n Street assessment dlstrict, and was receiving notice
from the City Clerk as reaulred by law. Mrs. Hoover asked if the
approval of the assess~ent by the Par~lng Authorlty may not represent
a conflict of lnterests, s~nce the Parking Authority members are also
the Clty Councl1 members. The chairnan stated that there would be no
conflict of lnterest, and that precedent in matters of this sort had
already been established 1n other cases where the City Council had
taken sim11ar actlon In other assessment procedures where the assess-
ment was levlec on Clty owned property.
It was moved by Mr. Reidy that the assessment be approved. The
mot1on was seconded by Mr. Spurgin and carried by the follow~ng roll
call vote:

Mr. Reidy inquired as to whether or not there would be further
delays on the completion of Parking Structure No.1. Mr. Scott
stated that it appeared that the contractor would not be completed
withln the time 11~it estab11shed by the Author~ty, ~ncluding con-
tract extens~ons already granted. Mr. Kennedy advised the AlJthorlty
that the contractor was now working unaer the vellalty clause of his
contract.

In response to questions from Mr. Re1dy, Mr. Kennedy offered
an explanation of a large measure of the delay on Structure No.1,
relating to the procedures followed by the subcontractor 1n the
post-tensioning process. He further stated that the delays experl-
enced to date on Park1ng Structure No.2, are pr1marily due to lack
of the availability of steel, and for the most part not due to the
same reasons that caused delays on Structure No.1.
In response to auestions by the chairman, Mr. Kennedy advised
that a planter area is be1ng constructed along the Fourth Street
s1dewalk adjacent to Parking Structure No.1.
Mr. Re~dy requested that the ad~inistration take steps as may
be necessary to sweep the Park1ng Authority lots located along
Ne11son Hay.
Mr. Spurgin inquired if the property on Fourth Street south of
W1lshlre Boulevard would be ava11able for Chr1stmas shopper needs.
Mr. Scott rep1~ed that a portion of that property 15 already be~ng
used for shopper park~ng, but that due to terMS of leases in the
Arcade Buildlng the balance of the property would not be available
1n time for t~e Chr1stmas season.

It was Moved by Mr. Spurgin that the meeting be adJourned. The
motion was seconded by Mr. Reidy, and the weetLng was adjourned at
7:25 p.m.
