JANUARY 21, 1986
A meeting of the Santa MonIca City CounCIl was called to order by
Mayor Reed at 7:02 P.M., on Tuesday, January 21,1986, In the
Councll Chambers, havlng been adjourned from the meetIng of
January 14, 1986.

CLOSED SESSION: Presented was a request for Closed SeSSIon for
the purpose of conslder lng threatened 11 t 19 atlon, pend lng
11 tlgatlon and 11 tIgatlon to be commenced by the Cl ty. At 7: 02
P.M., Councllmember H. Katz moved to adjourn to Closed SeSSIon to
consIder the fOllOWIng proposed-l1tlgatlon: CIty of Santa Monlca
v. State of CalIfornIa. The motlon was duly seconded and
unanImously approved. CouncIl reconvened at 7:40 P.M. WIth all
members present. Mayor Reed announced that no actIon was taken.

status of varIOUS recommendat1ons of the WorkIng Group on the
Homeless and a publIC hearIng on the Homeless Issue. D1ScUSS1on
was held. Councllmember Epstein moved to gIve each member of the
publIC three mlnut es each to address the Counc ~l. Second by
Councl1member H. Katz. The motlon was unanImously approved. The
publlC hear Ing was declared open at 7: 46 P. M. The follOWIng

thIS Item and authorIze the Mayor and the City Manager to decIde
whether It WIll be be scheduled for a carryover meetIng or for
January 28th. DIScussion was held. There being no ObjectIon
during dIScussIon, Mayor Reed so ordered.
At 11:20 P.M., there beIng no one else wishIng to speak,
Councllmember A. Katz moved to close the publIC hearIng. Second
by Mayor-- Pro Tempore Jennings. The motIon was unanImously
approved.
14-N: TENANT OWNERSHIP (TORCA) FEE: Presented was the request
of Councilmember EpsteIn to discuss a communIcatIon from Paul C.
DeSantis regardIng Carole G. Wayne's request for deferral of the
TORCA fee due to bankruptcy proceed lngs. Counc Ilmember Ep stein
Introduced dIScUSSIon. Councllm~.!!!.per EpsteIn moved to dIrect
the staff, more particularly the Cl ty Attorney, to speak to Mr.
De SantIs regarding thIS matter and to prepare a staff report
WI th an appropr I ate reso 1 utlon or d Irec tl ve so that next week,
the Councll, If It chooses, can move toward givIng some relief to
Ms. Wayne. Second by Councllmember H. Katz. DISCUSSIon was
held. The motIon was unanImously approved.
