MINUTES
OF THE SPECIAL JOINT MEETING OF THE CITY COUNCIL,
BOARDS AND COMMISSION OF THE
CITY OF SANTA MONICA
JANUARY 31, 1983
Notice having been given in accordance with Government Code,
Mayor Yannatta Goldway called the Special Meeting to order
at 7:55 P.M.

Each Chair of a Board or Commission introduced the members
present as well as stated a brief statement of the
individual mission and/or goals.

The City Manager presented his staff report describing
impacts on the proposed 1983-84 fiscal budget leading to
constraints on staff. He advised Boards/Commission members
of the budget calendar providing opportunities for their
influence on the budget process.
Mayor Yannatta Goldway then opened the floor for comments
from the members of the Boards and Commissions present.
As a consequence of the resulting dialogue between Council.
Commission and Board members as well as staff. the following
included:
1. City Boards and Commissions can be divided into four
distinct categories by function:
a. Advisory Commissions which may have budget overview
responsibilities.
b. Appeals Boards with clear legal roles.
c. Programmatic Commissions with independent funding
sources and full time staff.
d. Commissions with duties related to oversight and
review particularly in the area of development.

(The Rent Control Board does not fall into any of the above
categories. being autonomous. with a membership elected by
the citizens.)
2. An orientation session is of vital importance for newly
appointed members of Boards and Commissions and will be
offered by the City Clerk in the fall of each year.
3. Council members request a workplan be developed by
commission and submitted to the Council. A workplan
for 1983 is requested within the next two months.
Hereafter they will be requested by the Council by the
first of each calendar year. Once received. the
workplans will be circulated to all Boards and
Commissions. The workplans shall outline tasks to be
undertaken in the coming year. (For appeals boards and
commissions with oversight and review duties. such a
workplan may not be appropriate.)

4. Periodic meetings between the chairs of City Boards and
Commissions should be held at least twice a year to
share program goals and identify areas of overlapping
interest. Dates for these meetings shall be set by
the City Clerk and chairs will be notified. If
issues of common interest arise between scheduled
meetings. a Board or Commission chair can call an
additional meeting and notify board chairs through
the Clerk's office.
5. The City Clerk will update the listing of Board and
Commission members and ciruclate.

6. Any resignations from Boards or commissions must be
communicated immediately to the City Clerk.
7. City staff will prepare recommendations for the City
Council dealing with the following issues:
a. Recommended budget and staffing levels for advisory
Commissions.
b. General guidelines for Commission members.
c. Role of Boards and Commissions related to budget
review process.

The City Clerk will see to it that City Council agendas
are sent to Commission Chairs.
The meeting was adjourned at 10:00 P.M.
