CITY COUNCIL PROCEEDINGS
October 29, 1981
A meetIng of the Santa Monica City Council was scheduled for 2:00 P.M.,
Thursday, October 29, 1981, continued from October 27, 1981, for the
purpose of holding a working session with the new City Manager John H.
Alschuler. Present were Mayor Ruth Yannatta Goldway, Mayor Pro Tempore
Ken Edwards, Councllmember James P. Conn, City Manager John H. Alschuler,
Acting City Manager Susan McCarthy, CIty Attorney Robert M. Myers,
Administrative AssIstant Jacquelyn Kelly, and City Clerk Ann M. Shore.
Pending arrival of a quorum, discussion was held in regard to a letter
,from future City Manager Alschuler October 26, 1981, requesting a working
seSSIon to discuss items pertaining to the relationship between the City
.Manager and City CouncIl.
Discussion was held In regard to the followIng items presented by Mr.
Alschuler: (1) the form of communication between the Manager and Council,
(2) a process to clarify policy direction of Council for Manager and staff
(3) the role of CouncIl in reviewing job descriptions of key vacant posi- r
tions, (4) guidelInes for communication between the CounCIl and staff :
members, and (5) guidelines for communication with the development
community.
Following dIScussion, and there being no objection, Mayor Yannatta
Goldway requested staff to prepare a summary report of the meeting.
At 3:10 P.M., there being no quorum, Mayor Yannatta Goldway moved
to adjourn to 7:30 P.M., Tuesday, November 3,1981, for the purpose of
considerIng items continued from the meeting of October 27, 1981. Second
by Councilmember Conn. The motion was approved by unanimous vote of those
present.
