A RESOLUTION OF THE CITY COUNCIL
OP THE CITY OF SANTA MONICA
ADOPTING THE MITIGATION MONITORING PROGRAM
FOR THE SAFETY ELEMENT OF THE GENERAL PLAN
WHEREAS, a Notice of Preparation of an Environmental Impact
Report for the Safety Element of the General Plan was issued in
March, 1992; and
WHEREAS, a Notice of completion of a Draft Environmental
Impact Report was published in April, 1994; and
WHEREAS, the Draft Environmental Impact Report was circulated
for a 45 day public review period; and
WHEREAS, in July, 1994, the Final Environmental Impact Report
was published; and
WHEREAS, the Environmental Impact Report and all notices were
prepared in compliance with the California Environmental Quality
Act (CEQA), and the City of Santa Monica CEQA Guidelines; and
WHEREAS, the Planning commission has reviewed and considered
the contents of the Final EIR in its decision-making process; and

WHEREAS, the Planning Commission held public hearings on April
20 and July 20, 1994 to hear public testimony prior to recommending
that the City council adopt the Safety Element and certify the
Environmental Impact Report; and
WHEREAS, the city council has reviewed and considered the
contents of the Final EIR in its decision-making process; and
WHEREAS, the city council has certified the Final EIR for the
Safety Element on January 17, 1995; and
WHEREAS, the City Council of the city of Santa Monica adopted
the Safety Element at its meeting on January 17, 1995; and
WHEREAS, section 21081. 6 of the California Environmental
Quality Act requires that a mitigation monitoring program be
adopted by the city to ensure that mitigation measures intended to
reduce or avoid the project's adverse environmental impacts are
implemented;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA
MONICA DOES HEREBY RESOLVE AS FOLLOWS:
SECTION 1- Pursuant to Section 21081. 6 of the California
Environmental Quality Act the City Council does hereby adopt the
Mitigation Monitoring Program for the Safety Element as set forth

in Exhibit A attached to this Resolution.
SECTION 2. The city Clerk shall certify to the adoption of
this Resolution, and thenceforth and thereafter the same shall be
in full force and effect.

EXHIBIT A
MITIGATION MONITORING PROGRAM FOR THE
SAFETY ELEMENT OF THE GENERAL PLAN
Section 21081.6 of the Public Resources Code requires adoption of
a reporting or monitoring program for projects which result in
significant environmental effects. The monitoring is required to
ensure implementation of the measures included in the project which
mitigate or avoid those significant effects.
As indicated in the EIR, long-term implementation of the goals and
policies contained in the Safety Element will avoid significant
impacts on the environment and, in fact, will produce beneficial
effects. Thus, all Safety Element goals and policies serve as
mitigation measures.
As required by Section 65400(b) of the Government Code, city staff
will provide an annual report to the City Council outlining the
progress toward General Plan implementation, including the Safety
Element. This existing reporting procedure will serve as
mitigation monitoring for the Safety Element pursuant to CEQA.
In addition to the Safety Element goals and policies, the EIR lists
16 other mitigation measures required to avoid significant impacts
on the environment. These measures are listed in the following
table. The table also identifies the City agency and/or mechanism
which will actually implement each measure.
