R-8826 RESOLUTION NO. 8826 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA MONICA CALLING UPON THE U.S. CONGRESS, AND PARTICULARLY THE CALIFORNIA DELEGATION, TO TAKE A LEAD IN THE DEFEAT AND REMOVAL OF ALL BIAS AMENDMENTS ATTACHED TO ALL FEDERAL LEGISLATION WHEREAS, hate, or "bias, 11 crimes and racism are increasing in our country; and WHEREAS, among the many groups targeted by the perpetrators of hate crimes, gay and lesbian citizens are frequently attacked; and WHEREAS, in addition to causing crime, bigotry leads to a host of other problems that affect our cities, including the profound alienation of individuals and groups, and WHEREAS, most important, bigotry undermines civil rights and equal treatment under our laws; and WHEREAS, though cities can assist in protecting civil rights and in preserving the equality of our citizens, the leadership of our federal government is absolutely essential in ensuring that the Constitutional guarantees prevail; and WHEREAS, some members of Congress actively work against the constitutional rights of citizens by attaching to federal legislation amendments which attempt to deny the rights of minority groups, including gays and lesbians; and WHEREAS, this practice should be regarded as totally antithetical to the intentions of the Constitution and our Bill of Rights; and WHEREAS, the City of Santa Monica champions human rights and diversity as cornerstones of democracy; NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Santa Monica calls upon Congress to rescind any bias amendments now attached to federal legislation, to set up a watch dog committee to report on bias amendments to the members of both houses of Congress and to civil rights groups, and to work toward the defeat of these anti-democratic measures. )1110 ,?
