R-8769 FIN:CMD:BT:kfjresoccap Santa Monica, California Council Meeting: June 28, 1994 RESOLUTION NO. 8769 (City Council Series) A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA MONICA APPROVING ITS BUDGET FOR THE FISCAL YEAR 1994-95 WHEREAS, the proposed budget for the fiscal year 1994-95 was submitted to the City Council thirty-five (35 ) days prior to July 1, 1994; and WHEREAS, the City Council held a public hearing on said budget after a notice of said budget hearing was published not less than ten (10 ) days prior thereto; and WHEREAS, after said public hearing, the City Council considered further its proposed budget, NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA RESOLVES AS FOLLOWS: SECTION 1. That the budget for the fiscal year 1994-95, as submitted by the City Manager and revised by the City Council, which budget is entitled IICity of Santa Monica, Proposed Budget, 1994-9511, a copy of which budget is attached hereto, is hereby approved and adopted. In adopting said budget, the City Council intends to, and by this Section does, adopt and approve the total operating appropriation for each departmental and non-departmental operating budget, consisting of Salaries and Wages, Supplies and - 1 - Expenses, and Capital Outlay major expenditure categories, each program category of the Capital Improvements Budget, and the revenue detail, and does authorize the Ci ty Manager to allot by major expenditure category as appropriated. SECTION 2 . That in adopting said budget, the City Council does hereby reappropriate the unencumbered balances and unexpended encumbrances of the 1993-94 Capital Improvements Budget in an amount not to exceed $18,476,851 from the General Fund "Ganned" reserve for continuing capital projects, the Mall Certificates of Participation reserve, the Library General Obligation Bond reserve, and deferred revenue accounts derived from various mitigation fees, and not to exceed the following amounts from the 1993-94 Capital Improvements Budget unencumbered balances and unexpended encumbrances for the following respective funds: Reappropriation Fund Amount Not to Exceed Beach $ 960,900 TORCA $ 6,169,892 Redevelopment $ 1,397,685 CDBG $ 1,431,306 Miscellaneous Grants $12,025,730 Water $ 1,987,107 Solid Waste Management $ 338,236 pier $ 1,303,965 Wastewater $15,592,713 Civic Auditorium $ 895,305 Airport* $ 864,266 - 2 - Cemetery $ 97,799 Transportation $ 5,587,057 Gas Tax $ 1,106,334 Parks and Recreation $ 292,652 Parking Authority $ 25,374 *Includes Airport Special Aviation Fund SECTION 3. That the budgets of the Housing Authority, Redevelopment Agency, and Parking Authority have been reviewed by the City Council and are hereby approved and adopted. SECTION 4. That a certified copy of said budget be filed with the Director of Finance/City Controller and with the City Clerk and certified copies of said budget be reproduced and made available for use as directed by Section 1505 of the Charter of said City. SECTION 5. The City Clerk shall certify to the adoption of this Resolution, and thenceforth and thereafter the same shall be in full force and effect.
