RESOLUTION NO. 8734 (CITY COUNCIL SERIES) A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA MONICA TO APPROVE THE SANTA MONICA BAY RESTORATION PLAN WHEREAS, Santa Monica Bay is an econom~c resource for the reg~on, contribut~ng to the ambiance which draws over 25 m~ll~on tour~sts annually to Los Angeles County and thereby supports more than 392,000 full and part-t~me jobs; and. WHEREAS, Santa Monica Bay lS a recreatlonal. environmental and educatlonal resource for the people who live in the communltles around lt which recelves more than 50,000,000 Huser vlsits" (local and tourlst} annually, includlng school groups; and, WHEREAS, Santa Mon1ca Bay ~s adJacent to one of the most populous, urban~zed coastal metropolitan areas in the unlted States and 1S used for a varlety of purposes that can degrade the Bay includlng the d~scharge of treated mun1c1pal and industrlal wastewater. urban and stormwater runoff, beach 11tter, marlne debr1s, 011 and hazardous sp~lls, and aerial fallout of pollutants; and, WHEREAS, through a serles of raw sewage dlscharges 1n the m~d-1980s and through the publ~c~ty surroundlng a study on flSh contaminatlon ~n the Bay the attention of the publ~c and of local elected offlcials was focused on the state of the health of Santa Monlca Bay caus~ng them to come together wlth state and 6 . . federal regulators to form the Santa Monlca Bay ProJect wlth the Southern Callfornla Assoclation of Governments; and, WHEREAS, by an Act of Congress, Santa Monica Bay was added to the National Estuary Program ln 1988 and the state, federal, and local governments along with business lnterests, envlronmental organlzatlons and the general publlc JOlned to form the Santa Monica Restoratlon ProJect to further assess the health of Santa Monlea Bay and devlse a Comprehenslve Conservation and Management plan (CCMP) for the restoratlon of the Bay, whlch plan lS to address four key lssues of overridlng concern to the public: How safe lS lt to SWlm ln the Bay? How safe lS It to eat seafood taken from the Bay? How well is the Bay ecosystem protected? How well are marlne habitats protected? and, WHEREAS, since the creation of the Santa Monica Bay Restoratlon proJect, signlficant progress has been made in reducing pollutant lnputs to the Bay; and, WHEREAS, the Santa Monlca Bay Restoratlon ProJect has recently released the CCMP, called the Santa Monlca Bay Restoration plan, whlch lS the culmlnatlon of flve years of scientlflc assessment, policy discusSlons and negotlatlons among and between local government offlcials, federal and state regulators, and prlvate sector lnterests, and whlch ldentlfles speciflc actlons to restore the health of Santa Monica Bay and identlfles key areas of concern for pollutlon reduction; and, WHEREAS, the Clty of Santa Monica greatly values the varled resources of Santa Monlea Bay, our cltlzens use and enjoy the Bay, the Bay is a valued asset and contributes to the econOffilC 7 " . . health of our Region, and the quallty of l~fe available to our chlldren and grandchlldren depends upon the restoratlon of the health of the Bay; NOW. THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA DOES RESOLVE AS FOLLOWS: SECTION 1. To support the Santa Mon~ca Bay Restoratlon Plan: A ComprehenSlve Conservat~on and Management Plan for the Bay, and to acknowledge the flve years of cooperative effort that produced thlS plan, which effort included signiflcant contributlons from the staff of the Clty; and, SECTION 2. To Join lTI a partnershlp of local, state, and federal government to obtaln funding for the Plan's lmplementatlon; and to actively pursue funds to implement the Plan; and, SECTION 3. To urge lts federal and state representatives to support the Plan, and to urge the Governor of California and the USEPA Adminlstrator to approve the Plan and to contlnue support for lts implementatlon. SECTION 4. The Clty CLerk shall certlfy to the adoptlon of this Resolutlon, and thenceforth and thereafter the same shall be ln full force and effect.
