A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF SANTA MONICA SUPPORTING HOUSE RESOLUTION
3495 AND SENATE BILL 1704, AMENDING THE
IMMIGRATION REFORM AND CONTROL ACT OF 1986 TO
EXTEND EDUCATION SERVICES.
WHEREAS, the Immigratlon Reform and Control Act of 1986
provided signlficant assistance to legal residents and legal
lmmigrants towards thelr becoming citizens of the Unlted States;
and
WHEREAS, the Immlgratlon Reform and Control Act of 1986
contalns a prOViS10n WhlCh provldes educatlonal assistance to
states, known as State Legallzation Impact Assistance Grants
(SLIAG}; and
WHEREAS, SLIAG has directly aided hundreds of thousands
of legal residents and legal lmmigrants In Callfornla by providlng
English, Amerlcan Hlstory, and American Government classes through
publlc and prlvate non-profit organizatlons; and
WHEREAS, the Immlgratlon Reform and Control Act of 1986
and State Legalization Impact Assistance Grants have aSSlsted many
resldents to become lnformed and productive citlzensi and
WHEREAS, a current House of Representatlves blll, H.R
3495 (Gutlerrez) and a current Senate bill, S. 1704 (Slmon), would
extend the eliglbllity of SLIAG funds through September 30, 1997 to

continue provlding education services; and
WHEREAS, both of these bllls provlde for use of
previously unexpended SLIAG funds and do not require addltlonal
federal monies.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA
MONICA DOES RESOLVE AS FOLLOWS:
SECTION 1:
To support and encourage approval of H.R.
3495 and S. 1704, amendlng the Immigratlon Reform and Control Act
of 1986.
SECTION 2.
Thls resolutlon shall be forwarded by the
Office of the Mayor to President Cllnton, U. S. Senators Dianne
Feinsteln, Barbara Boxer, Paul Simon, Joseph Blden, and George
Mltchell, U.S. Representatives Mlchael Huffington, LUls V.
Gutierrez, Jack Brooks and Tom Foley.
SECTION 3' The Clty Clerk shall certlfy to the adoptlon
of this Resolutlon, and thenceforth the same shall be In full force
and effect.
