A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF SANTA MONICA REQUESTING STRENGTHENED
ADVOCACY TO FEDERAL AND STATE GOVERNMENTS
TO INCREASE HOMELESS RESOURCES DEDICATED
TO THE WESTSIDE LOS ANGELES REGION
WHEREAS, the City of Santa Monica and the western region of Los Angeles has
the second largest concentration of homeless persons in Los Angeles County, and
WHEREAS. the City of Santa MOnica has experienced a dramatic Increase In the
number of newly homeless persons due to the January 17, 1994, Northrldge
Earthquake that severely damaged a large number of hOUSing Units In Santa MOnica,
and
WHEREAS, the City of Santa Monica has supported a wide network of homeless
services and affordable hOUSing options and contmues to prioritize developmg program
and policy solutions to better address the needs of homeless persons in Santa MOnica;
and
WHEREAS, the City of Santa MOnica seeks to leverage resources from the Federal
and State governments and to Improve cooperative and collaborative projects with
other municipal and County governments to enhance and Improve the continuum of
services offered to homeless persons In the westslde region of the Los Angeles
County; and

WHEREAS, the National league of Cities and the California league of Cities
provides effective advocacy and policy direction to Federal, State and local
governmental entities on meeting critical needs wlthm cities; and
NOW THEREFORE, THE CITY COUNCil OF THE CITY OF SANTA MONICA DOES
RESOl VE AS FOllOWS:
SECTION 1. The City Council hereby requests the National league of Cities, the
League of California Cities, and other approprrate lobbYing groups to advocate for
Increased resources dedicated to the Immediate needs of homeless persons In the
western region of Los Angeles County with speCial emphasIs on the City of Santa
MOnica.
SECTION 2. The City CounCil further requests that the National League of Cities,
the League of California Cities, and others seek to ensure that the U.S. Department
of Housing and Urban Development's InnovatIVe Homeless Fund Initiative target areas
within the Los Angeles City and County that have the highest concentrations of
homeless persons Including the City of Santa Monica
SECTION 3. The City of Santa MOnica requests the National league of Cities, the
league of California Cities, and others to advocate for the usage of the Veteran's
Administration property located In West Los Angeles for the development of a model,
collaborative multi-serVice center with other Cities In the western Los Angeles region

to offer a comprehensive continuum of housing and supportive services targeting
homeless people with serious mental health, drug and alcohol and other problems.
SECTION 4. The City Council furthers requests that the National League of
Cities, the League of California CitieS, and other appropnate lobbYing groups to
strongly encourage the State of California to maintain the availability of the West Los
Angeles and Culver City National Guard Armones for overnight shelter on a twelve
(12) month contmual baSIS to ensure the health and safety of all homeless persons m
the western regIon of Los Angeles County.
