A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA
MONICA SUPPORTING A HOMECARE PUBLIC AUTHORITY FOR LOS
ANGELES COUNTY
WHEREAS, over 65,000 seniors and persons with disabllit1es in Los
Angeles County are able to remain safely in their own homes and avoid costly
institutionalizat10n because of the In-Home Supportlve Servlces (IHSS)
program; and
WHEREAS, IHSS saves the state and the county hundreds of milllons
of dollars annually, as well as providing a humane alternative to out of home
placement; and
WHEREAS, the IHSS program in Los Angeles has serious deflciencies,
the most notable of which are minimum wages and no benefits for workers and
the lack of a registry, substitute, or emergency assistance for consumers; and
WHEREAS, State legislation authorizes the County to create a
Public Authority to run a registry, provide a voice for consumer control, and
lmprove wages and benefits for workers; and
WHEREAS, the Legislature 1n the 1993 State budget set aside $2
m1ll10n for the purpose of creat1ng and operatlng a Homecare Public Authority
1n Los Angeles, upon request by the Board of Supervisors.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA DOES
RESOLVE AS FOLLOWS:
SECTION 1. That the Santa Monica City Council hereby goes on
record in support of developing a Homecare Public Authority for the In-Home
Supportlve Serv1ces program 1n Los Angeles County.
SECTION. The City Clerk shall certify.the adoptlon of thlS
~esolution, and thenceforth and thereafter the same shall be in full force and
effect.
