CCS:SEM:dogres Councll Meeting October 5, 1993 Santa Monlca, Callfornia RESOLUTION NO. 8670 (Clty Cauncll Series) A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA MONICA INSTITUTING A SIX MONTH TRIAL PERIOD DURING WHICH DOG OWNERS HAVE ACCESS TO DESIGNATED PUBLIC PARKS WITH THEIR PETS WHEREAS, dog owners in Santa Monlca, unllke their counterparts in many other cities, have h1stor1cally been unable to enJoy access to the Clty'S public parks with their pets; and WHEREAS, dog owners ln Santa Monlca have represented themselves as responsible lnd1vlduals who control and clean up after the1r pets; and WHEREAS, a trlal perlod wlll be useful in determlnlng if such access 1S compatible wlth other park uses and ln the best lnterests of the public: NOW, THEREFORE, BE IT RESOLVED THAT THE CITY COUNCIL HEREBY: 1. Directs the Director of Communlty and Cultural SerVlces to initiate a slx-month trial period beglnning January I, 1994, durlng wh1ch: o dogs on leashes as prescribed by ordinance will be allowed in all Clty parks. o portions of Joslyn Park and Marine Park will be establlshed as off-leash parks durlng the hours of 6 a.m. to 9 a.m. and 6 p.m. to 10 p m. dally. o tot lots, playgrounds, plaYlng fields and game courts will remain off-llmits to dogs at all tlmes. 3. Authorlzes the Dlrector of Communlty and Cultural Services to develop and post regulations governlng use of the parks by dog owners and their pets durlng the trial perlod 2. Dlrects the Director of community and Cultural SerVlces ln consultatlon with the Chlef of Police, the R1Sk Manager, other C1ty staff and dog owners to collect informatlon during the trial period on complaints, citatlons, claims agalnst the City, crlme statistlcs and other lndlcators for consideratlon in evaluatlng the success of the trial perlod . . 3. Directs the Dlrector of Community and Cultural Services to deliver an evaluatlon of the trial period to the City Councll immediately prlor to the close of the trlal period, recommendlng continued access under eXlsting procedures, any necessary modlflcations to those procedures or discontlnuatlon as warranted by the evaluation's results APPROVED AS TO FORM: Josa=~ Actlng Clty Attorney . .
