RESOLUTION NO 8654 (CCS)
A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF SANTA MONICA
OPPOSIKG PROPOSITION 174
THE SCHOOL VOUCHER INITIATIVE
RESOLVED by the CIty CounCIl of the CIty of Santa Momca, CalIfornIa, that
WHEREAS, voters wIll vote on PropOSItIon 174, a proposal WhICh wIll do great harm
to the state. on November 2nd and
WHEREAS. PropoSltlOn 174 wIll cut 10 percent of neIghborhood school budgets--
money WhICh IS desperately needed by the 5 mIllIon smdents m CalIfornia publIc schools--
and gIve that money to famIlIes who already have chIldren III pnvate schools. and
WHEREAS. the fundmg reductIOns forced on neIghborhood schools by PropOSItIon
174 wIll result III devastatmg cuts III the number of teachers. teacher aIdes and baSIC
InstructIonal materIals needed by our resource-short schools, and
WHEREAS. those who WIll be hurt most by these cuts are poor chIldren slow
learners, as well as those WIth phYSIcal and mental dIsabIlmes--m effect those who need our
help the most, and
WHEREAS. ProposItIon 174 makes the Impact on needy chIldren even more
devastatmg by allowmg voucher schools to reject students who don't meet certaIn Income.
gender, relIgIOn. IQ, even mental or phYSIcal abIlIty tests. and
WHEREAS, PropOSItIOn 174 creates a permanent new government bureaucracy and
bIllIon dollar entItlement program whIch WIll worsen CalIfornIa'S a chrome budget problems
and force eIther a huge tax mcrease or severe cuts In other VItal state serVIces. and

WHEREAS. PropoSItion 174 does not mclude a shred of government oversight or
accountabIlllY to make sure taxpayers' fund are spent as mtended--whlch wIll result m the
type of waste. fraud and abuse which cannot be permItted. and
WHEREAS. ProposItion 174 would allow ANYONE who can gather 25 children to
call themselves a "school" and receIve fundmg With httle reqUIrement that they teach
anythmg, and NO reqUIrement that they disclose how these fund are spent and NO
reqUIrement that they hire teachers WIth teachmg credentmls or degrees, and
WHEREAS, Proposltlon 174 all but prohIbIts new laws which might be needed to
regulate abuses caused by thIs proposal, unless three-quarter of the legislature approves. we
NOW, THEREFORE RESOLVE AS FOLLOWS
SECTION 1 That the CIty of Santa MOnIca CIty CouncIl opposes Proposltlon 174.
and urges CahfoffiIa voters to reject It on November 2. 1993
SECTION 2 The City Clerk shall cemfy the adoptIon of thIs ResolutIon and.
thenceforth and thereafter the same shall be m full force and effect
