A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF SANTA MONICA
OPPOSIKG PROPOSITION 174
THE SCHOOL VOUCHER INITIATIVE
RESOLVED by the Cuy CouncIl of the Cuy of Santa Momca, CahfornIa. that
WHEREAS, voters wIll vote on Propos1l1on 174. a proposal WhICh w1l1 do great harm
to the state, on November 2nd and
WHEREAS, ProposlllOn 174 wIll cut 10 percent of neIghborhood school budgets--
money whIch IS desperately needed by the 5 mllhon students III Cahfornm pubhc schools--
and gIve that money to famIhes who already have chIldren III pnvate schools. and
WHEREAS, the fundmg reductIons forced on neIghborhood schools by PropOSItIon
174 wIll result m devastatmg cuts m the number of teachers, teacher aIdes and baSIC
mstructIonal matenals needed by our resource-short schools. and
WHEREAS. those who wIll be hurt most by these cuts are poor chIldren slow
learners, as well as those wIth phYSIcal and mental dIsabllltles--m effect those who need our
help the most. and
WHEREAS. Propos1l1on 174 makes the Impact on needy chIldren even more
devastatmg by allowmg voucher schools to reject students who don't meet certam mcome,
gender. rehglOn, IQ, even mental or phYSIcal abIhty tests. and
WHEREAS. Proposltlon 174 creates a permanent new government bureaucracy and
bIlhon dollar entItlement program WhICh wlll worsen Cahforma's a chromc budget problems
and force eIther a huge tax Illcrease or severe cuts m other VItal state serVIces. and
WHEREAS. Proposltlon 174 does not mclude a shred of government oversIght or
accountabihty to make sure taxpayers' fund are spent as mtended--wrnch w1l1 result m the
type of waste. fraud and abuse wluch cannot be permItted, and
WHEREAS, Proposltlon 174 would allow ANYONE who can gather 25 chlldren to
call themselves a "school" and receIve fundmg WIth httle reqUIrement that they teach
anythmg. and NO requirement that they dIsclose how these fund are spent and NO
reqUIrement that they hIre teachers WIth teachmg credentIals or degrees, and
WHEREAS. ProposltIon 174 all but prOhIbIts new laws WhICh mIght be needed to
regulate abuses caused by thIS proposal, unless three-quarter of the LegIslature approves, we

NOW. THEREFORE RESOLVE AS FOLLOWS
SECTION 1 That the CIty of Santa Mornca CIty CouncIl opposes ProposItIon 174.
and urges CalIforrna voters to reject It on November 2, 1993
SECTION 2 The CIty Clerk shall certIfy the adoptIOn of thIS ResolutIon and,
thenceforth and thereafter the same shall be In full force and effect
