A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF SANTA MONICA OPPOSING SENATE BILL 1082
REGARDING THE TRANSFER OF AUTHORITY TO ADOPT,
ADMINISTER AND ENFORCE HAZARDOUS MATERIALS
REGULATIONS
WHEREAS, the city Councll of the city of Santa Monlca has
adopted ordinances allowing city regulation of hazardous
materials, hazardous waste, underground storage tanks and ozone
depleting compounds; and
~VHEREAS, the Clty Council, residents and businesses of Santa
Monica expect and deserve the environmental and public health
benefits of a locally directed and controlled environm~ntal
protection program; and
WHEREAS, city adminlstered hazardous materials protection
programs have achieved over a 95% compllance level; and
WHEREAS, Senate Bill 1082 would usurp the authority of
c~t~es to implement and administer effect~ve environmental
protectlon ordinances; and
WHEREAS, Senate Blll 1082 would impose additional costs on
Santa Monica businesses and res~dents without ~mproving their
level of environmental and publ~c health protect~on,

NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA
DOES RESOLVE AS FOLLOWS:
SECTION 1. The Clty Cauncll of the City of Santa Monica
hereby opposes the passage of Senate Bill 1082 and directs Clty
staff to communlcate this Opposltlon to the approprlate elected
representatives.
section 2. The City Clerk shall certify to the adoption of this
Resolution, and thenceforth and thereafter the same shall be in
full force and effect.
