RESOLUTION NO. 8565 (CCS)
A RESOLUTION OF THE CITY COUNCn... OF THE CITY OF
SANTA MONICA ADOPTING THE LAND USE ANALYSIS PROGRAM
FOR LOCAL CONFOmfANCE WITH THE CONGESTION MANAGEMENT PLAN
WHEREAS, on November 18, 1992 the Los Angeles County Transportation Commission
(LACTC) approved the Congestion Management Plan (CMP) which addresses congestIon
concerns by lmkmg land use, transportatIon and aIr qUalIty decISIOns; and
WHEREAS, State law requires that local JunsdICtIons adopt a Land Use Analysis
Program to analyze the Impacts of land use decIsions on the regional transportation system as
part of theIr CMP reqUIrements by Apnl 1, 1993; and
WHEREAS, the purpose of the CMP Land Use AnalYSIS Program IS to ensure that local
JurisdIctions conSIder the regional transportatIon Impact of new development through the land
use approval process, and

WHEREAS, the CMF Land Use AnalysIs Program IS desIgned to build on the existing
CalIforma EnvIronmental Quality Act (CEQA) process 10 IdentIfY10g the impact of development
on the CMP system and rely upon the procedural gUIdelInes already established by CEQA; and
WHEREAS, all development projects for which an EIR IS reqUIred shall be subject to
the Land Use Analysis Program, except for projects for which a NotIce of Preparation was
prepared pnor to adoption of thIS program by the City, or otherwise exempt as outlined 10
Attachment A; and
WHEREAS, Attachment A contains the specific Transportation Impact Analysis
gUIdelines reqUIred to be followed in the preparation of an EIR for the Land Use Analysis
Program as recommended by the LACTC,
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA
DOES HEREBY RESOLVE AS FOLLOWS:

SECTION 1. The City Council of the City of Santa Monica approves the Transportation
Impact AnalysIs gUidelines in Attachment A to be used III the preparation of all EnvlTonmentaI
Impact Reports, except where exemptedJ as required by the Congestion Management Plan.
SECTION 2. The CIty Clerk shall certIfy to the adoption of this ResolutIOn, and
thenceforth and thereafter the same shall be in full force and effect.
