A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF SANTA MONICA
FORBIDDING CITY OFFICIALS AND STAFF TO TRAVEL
AT CITY EXPENSE TO THE STATE OF COLORADO, IN ORDER
TO EXPRESS THE CITY'S DISAGREEMENT WITH THE
PASSAGE OF AMENDMENT TWO
WHEREAS, the City of Santa Monica has tradi tionally , and
enthusiastically, endorsed expanded civil rights for all people;
and
WHEREAS, the city of Santa Monica is known for its support
of equal rights for Lesbians and Gays, demonstrated in its
adoption of Ordinance l3l7 regarding Discrimination on the Basis
of Sexual Orientation; and
WHEREAS, the state of COlorado has, in its passage of
Amendment 2, effectively sanctioned bigotry against Lesbians and
Gays by forbidding localities to adopt measures to ensure
homosexuals equal protection under the law, and afford lesbians
and gays opportunities to respond to injustices; and
WHEREAS, a boycott of Colorado's travel industry could be an
effective way of pressuring the State to rescind Amendment 2,
since the State of colorado's primary industry is travel,
bringing about 5 billion dollars into the state annually,
THE CITY COUNCIL OF THE CITY OF SANTA MONICA DOES RESOLVE AS
FOLLOWS:
SECTION l. That the city forbids City officials and staff
to travel at City expense to the state of Colorado in the event
that Amendment 2 is implemented.
SECTION 2. That this measure will be lifted if and when
Colorado's Amendment 2 is rescinded or invalidated by the
Colorado Supreme Court.
SECTION 3. That the City Clerk shall certify to the
adoption of this Resolution, and thenceforth and thereafter the
same shall be in full force and effect.
