A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF SANTA MONICA SUBMITTING TO THE VOTERS
TWO BALLOT MEASURES AT THE REGULAR MUNICIPAL
ELECTION TO BE HELD ON TUESDAY, NOVEMBER 3, 1992
WHEREAS, on June 30, 1992, the City Council adopted
Resolution Number 8428 (CCS) calling for and giving notice of a
Regular Municipal Election on November 3, 1992; and
WHEREAS, the city Council desires to submit to the voters,
pursuant to Government Code Section 34459,
two proposed
amendments to the City Charter,
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA
MONICA DOES RESOLVE AS FOLLOWS:

SECTION 1. At the Regular Municipal Election called for
November 3, 1992, the following proposition shall be submitted to
the qualified electors of the City of Santa Monica:
PROPOSITION " " Shall city YES

Charter sections 601 and 602 be
amended to increase City Council
compensation to $600.00 per month,
to provide medical and dental
benefits for Councilmembers, and NO
to establish term limits for
Councilmembers?
The city Clerk shall cause the text of the proposition, which is
contained in Exhibit 1 attached hereto and incorporated by
reference, to be mailed to all qualified voters with the sample
ballot. The city Clerk shall cause the text of the proposition
to be publ ished in the off icial newspaper and in each edition
thereof during the day of publication in the manner required by
law.

SECTION 2. At the Regular Municipal Election called for
November 3, 1992, the following proposition shall be submitted to
the qualified electors of the city of Santa Monica:

Charter be amended to implement
the recommendations of the Charter
Review Commission relating to
provisions such as procedures for
contracting, City council
meetings, Health Officer, title
and composition of various boards,
official bonds, cash liquidity
reserves, capital expenditure
funds, presentation of demands and
actions against the city,
elections to fill vacancies on the
Rent Control Board, and adding
gender neutral language?

The City Clerk shall cause the text of the proposition, which is
contained in Exhibit 2 attached hereto and incorporated by
reference, to be mailed to all qualified voters with the sample
ballot. The city Clerk shall cause the text of the proposition
to be published in the official newspaper and in each edition
thereof during the day of publication in the manner required by
law.

SECTION 3. The provisions of Resolution Number 8428 (CCS)
are referred to for more particulars concerning the Regular
Municipal Election to be held on November 3, 1992.
SECTION 4. The city Clerk shall certify to the adoption of
this Resolution, and thenceforth and thereafter the same shall be
in full force and effect.

PROPOSAL BY THE CITY COUNCIL OF THE CITY OF SANTA MONICA
TO BE SUBMITTED TO THE VOTERS OF PROPOSED AMENDMENTS
TO THE CHARTER OF THE CITY OF SANTA MONICA, CALIFORNIA
Section 602 of the City Charter of the City of Santa Monica is
amended to read as follows:
section 602. Compensation. The members
of the City Council shall receive
reimbursement for necessary travel and other
expenses when on official duty out of the City
on order of the City Council. The members of
the city Council shall receive no compensation
for their services as such, except as provided
below:
(a) The members of the city Council
shall recei ve compensation in the amount of
$600.00 per month. Pursuant to an ordinance
duly adopted by the City Council, the amount
of the monthly compensation received by the
members of the city Council may be increased
only once annually in an amount not to exceed
five percent of the compensation in effect
when the ordinance is adopted. Any ordinance
increasing the monthly compensation shall be
effective no earlier than January 1 of the
year following the year in which the ordinance
is adopted.
(b) The members of the city Council
shall receive medical and dental benefits paid
by the City, provided the same benefits are
available and paid by the City for City
departmental directors. Any amount paid for
medical and dental benefits shall not be
included for purposes of determining
compensation under this Section.
Section 601 of the City Charter of the city of Santa Monica is
amended to read as follows:
Section 601. Eliqibility.
(a) No person shall be eligible to hold
office as a member of the City council unless
that person shall be a qualified elector of
the City at the time of nomination.
(b) No member of the City Council may
serve more than three (3) consecutive full
terms in office. For purposes of this

section, a term shall be considered a full
term if a councilmember serves at least two
calendar years of the term in office.
Consecutive full terms served prior to the
adoption of this section shall be counted
toward the term limitations established by
this Section. However, no Councilmember
elected to serve on the City Council at the
November 3, 1992, election shall be precluded
from serving on the city council for the full
term following this election.

SECTION 615. Adoption of Ordinances and
Resolutions.
With the sole exception of
ordinances which take effect upon adoption,
hereinafter referred to, no ordlnance shall be
adopted by the City Councll on the day of its

adoption of an ordinance or resolution it

No order for the payment of money shall
