A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF SANTA MONICA RECITING THE FACT OF THE
CONSOLIDATED SPECIAL MUNICIPAL ELECTION HELD ON
JUNE 2, 1992, DECLARING THE RESULT AND SUCH
OTHER MATTERS AS PROVIDED BY LAW
WHEREAS, a consolldated special Municipal Election was held
in the Clty of Santa Monica on June 2, 1992, as required by law;
and
WHEREAS, notice of electlon was glven ln the time, form,
and manner as provided by laT,v; voting precincts were properly
established; election offlcers were appolnted; In all respects
the election was held and conducted and the votes were cast,
received and canvassed and the returns made and declared in the
time, form, and manner as requlred by the provislons of the
Elections Code of the state of Californla; and
WHEREAS, pursuant to Resolution Number 8367 (CCS) adopted
March 3, 1992, Charles Welssburd, Reglstrar-Recorder of the
County of Los Angeles, canvassed the returns of the election and
has certified the results to the City council, the results are
received, attached and made part hereof as Exhlblt "A,"
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA
MONICA DOES RESOLVE AS FOLLOWS:

SECTION 1. That the vote total, as certified by Charles
Weissburd, Registrar-Recorder of the County of Los Angeles, shall
be and hereby ~s approved and adopted as the formal vote count of
the City of Santa Monica for sa~d measures.
SECTION 2. That the number of votes cast in the City of
Santa Monica, except absent voter ballots, was 24,548. That the
number of absent voter ballots cast in the city was 3,209, making
a total of 27,757 votes cast in the city.
SECTION 3. That the number of votes cast ~n the County of
Los Angeles, except absent voter ballots, was 1,306,543. That
the number of absent voter ballots cast in the County was
226,130, making a total of 1,612,673 votes cast in the county.
SECTION 4. That the measures voted on at the elect~on were
as follows:
PROPOSITION K. Shall city Charter Sectlons
2001, 2002, 2003, 2004, 2009, and 2012 be amended
and Sections 2003A and 2015B added to the c~ty
Charter to provlde greater tenant protections ~n the
Tenant Ownership Rlghts Charter Amendment (TORCA),
to change the use to which TORCA tax funds may be
used and to increase the Ci ty' s expendi ture
limitation for each fiscal year durlng the four year
period ending June I, 1996?
PROPOSITION L. Shall the city Charter be
amended by adding Sect~on 1907 to ~ncrease the
city's expenditure l~m~tat~on by $24,500,000.00 for

each fiscal year durlng the four year period ending
June 1, 1996, for the purposes of malntaining and
providing increased pollce serVlces, for aid to
public schools, for maintalnlng baslc Clty services,
and for other specified purposes such as capital
improvements and outlays for parks, street lighting,
libraries and police facilities?
SECTION 5. That as a result of the election, the voters
voting on the measure amendlng City Charter Sections 2001, 2002,
2003, 2004, 2009, and 2012 and addlng Sections 2003A and 20158 to
the City Charter to provide greater tenant protections ln the
Tenant Ownership Rights Charter Amendment (TORCA), to change the
use to which TORCA tax funds may be used and to lncrease the
city's expenditure llmltation for each flscal year durlng the
four year period endlng June 1, 19961 did vote in favor of it,
and it shall be deemed adopted and ratified.
SECTION 6. That as a result of the election, the voters

increase the Clty'S expendlture limitation by $24,500,000.00 for
each fiscal year during the four year period ending June 1, 1996,

SECTION 7. That the Clty Clerk shall enter on the records
of the City Council of the Clty, a statement of the result of the
electlon showing: (1) the whole number of votes cast in the City;
(2) the measures voted upon; (3) the number of votes given at
each preclnct 1 and for and against each measure; and (4) the
total number of votes given for and against each measure.
SECTION 8. The City Clerk shall certify to the adoption of
this Resolution, and thenceforth and thereafter the same shall be
in full force and effect.
