R-8428 e e CA:RMM:rmd1506/hpca1/pc city Counc11 Meeting 6-30-92 Santa Monica, Californla RESOLUTION NUMBER 8428(CCS) (City council Series) A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA MONICA CALLING AND GIVING NOTICE OF THE HOLDING OF A GENERAL MUNICIPAL ELECTION TO BE HELD ON TUESDAY, NOVEMBER 3, 1992 WHEREAS, City Charter Section 1400 provides that a general municipal election shall be held on the flrst Tuesday following the first Monday of November of each even numbered year for the purpose of electlon of elected officers; and WHEREAS, under the provlsions of the city Charter, four members of the Clty Council shall be elected for a full term of four years; and WHEREAS, under the provlslons of the city Charter, two members of the Rent Control Board shall be elected for a full term of four years; and WHEREAS, under the provisions of the city Charter, three members of the Santa Monica-Malibu Unified School District Board of Education shall be elected for a full term of four years; and WHEREAS, under the provislons of Chapter 366 of the Californla statutes of 1982 and resolutlons adopted by the Board of Trustees of the Santa Mon1ca Community College Dlstrict, three members of the Santa Monica Community College District Board of Trustees shall be elected for a full term of four years; and - 1 - - e WHEREAS, Elections Code Sectlon 17050 authorizes the Clty Council to provide that all ballots cast at the General Munlcipal Election be counted at a central counting place; and WHEREAS, the Educatlon Code and the Elections Code authorize the consolidation of the election of members of the Santa Monlca-Malibu Unifled School Distrlct Board of Educatlon and Santa Monica College District Board of Trustees vIi th the General Munlcipal Election; and WHEREAS, the city Council deS1res to submit to the voters, pursuant to Government Code section 34459, one or more proposed amendments to the City Charter, NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA DOES RESOLVE AS FOLLOWS: SECTION 1. A general munlclpal election shall be held 1n the city of Santa Monica on November 3, 1992, which 1S the election required for purposes of electlng four members of the Ci ty Council, three members of the Rent Control Board, three members of the Santa Monica-Malibu Unified School District, and three members of the Santa Monica Community College Dlstr1ct Board of Trustees. SECTION 2. The text of proposed ballot measures, ballot titles, and related 1ssues shall be contalned 1n resolut1ons approved by the C1ty Councll. SECTION 3. The ballots to be used at the Regular Municipal Election shall be both as to form and matter conta1ned therein such as may be required by law. - 2 - e e SECTION 4. The C1ty Clerk is authorized, 1nstructed, and directed to procure and furnish any and all official ballots, notices, printed matter and all supplies, equipment, and paraphernal1a that may be necessary in order to properly and lawfully conduct the Regular Municipal Elect1on. SECTION 5. The polls for the Regular Mun~c~pal Election shall open at 7: 00 a. m. of the day of the election and shall rema1n open contlnuously until 8:00 p.m. of the same day when the polls shall be closed except as provided 1n Elect10ns Code Section 14301. SECTION 6. The not1ce of the time and place of holding of the Regular Munlcipal Electlon is hereby given and the city Clerk is authorized, instructed, and directed to give such further or additional notice of the election in the time, form, and manner required by law. SECTION 7. Pursuant to Elect10ns Code Sect10n 17050, the City Clerk is author1zed, 1n5tructed, and d1rected to glve not1ce of the central count1ng place 1n the t1me, form, and manner required by law. SECTION 8. Pursuant to Elections Code Section 5011, the City Clerk is directed to transmit a copy of each measure to be submitted to the voters to the C1ty Attorney and the City Attorney 15 directed to prepare an impartial analys1s of each measure in accordance with the provisions of Elections Code section 5011. - 3 - e - SECTION 9. An electlon for members of the Santa Monica-Malibu Unified School District Board of Educatlon and the Santa Monica College District Board of Trustees shall be consolidated with the General Municipal Electlon. Separate ballots shall be provided for those voters who reside outside the City of Santa Monica pursuant to Elections Code Section 23304. SECTION 10. The City Clerk lS directed to send a copy of this Resolution to the Board of Supervisors of the County of Los Angeles and to the Registrar of Voters. SECTION 11. In the event the Regular Municipal Electlon lS consolidated with the statewide General Election on the same date, the provisions of thlS Resolutlon applicable only In the event the electlon is conducted by the Clty shall be of no force or effect. SECTION 12. The city Clerk shall certlfy to the adoption of this Resolution, and thenceforth and thereafter the same shall be in full force and effect.
