RESOLUTION NO. 8348(CCS)
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF SANTA MONICA APPROVING THE APPLICATIONS FOR
GRANT FUNDS FOR THE ENVIRONMENTAL ENHANCEMENT
AND MITIGATION PROGRAM
WHEREAS, the Callfornia Department of Transportation
(Caltrans) began construction on the 4th Street eastbound on-ramp
to the Santa Monlca Freeway (Interstate 10) in March, 1991; and
WHEREAS, as part of the construction, Caltrans removed the
existing landscap~ng on the south embankment of the freeway and the
pedestrian/bicycle bridge at 7th Street; and
WHEREAS, Caltrans has insuffic~ent funds to fully landscape
the south side of the freeway as part of the construction and does
not intend to replace the 7th street bridge; and
WHEREAS, the city of Santa Monica is submitting two
applications for grant funds for the Environmental Enhancement and
Mi tlgation Program under the section 164.56 of the streets and
H1ghways Code 1989 to fund the landscaping of the south embankment
of the freeway and to prov1de for a safe bicycle crossing of the
freeway by widening the west side of the Lincoln Boulevard br1dge;
and

WHEREAS, the Legislature of the state of California has
enacted AB 471 (Chapter 106 of the statutes of 1989), which
provides $10 mll1lon annually for a period of 10 years for grant
funds to local, state and federal agencies and nonprofit entities
for projects to enhance and mltigate the environmental impacts of
modlfied or new public transportation facilities; and
WHEREAS, the Resources Agency has established the procedures
and criteria for reviewing grant proposals and is required to
submit to the California Transportation Commission a list of
recommended proj ects from which the grant recipients will be
selected; and
WHEREAS, said procedures and criteria established by the
Resources Agency require the applicant to certify by resolutlon the
approval of application before submlsslon of said application to
the state; and
WHEREAS, the applications contain assurances that the
applicant must comply with; and
WHEREAS, the applicant, if selected, will enter into an
agreement with the state of California to carry out the
environmental enhancement and mitigation project,

NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA
DOES HEREBY RESOLVE AS FOLLOWS:
SECTION 1.
The Cl ty Council of the city of Santa Monica
approves the filling of two applications for the Environmental
Enhancement and Mltigation Program for grant assistance.
SECTION 2. The City Council certifies that the said appllcant
will make adequate provisions for operation and maintenance of the
project.
SECTION 3.
The city Council appoints John Jalili, city
Manager, as agent of the city of Santa Monica to conduct all
negotiations, execute and submit all documents, including, but not
limited to applications, agreements, amendments, payment requests
and so on, WhlCh may be necessary for the completion of the
aforementioned project.
SECTION 4. The City Clerk shall certify to the adoption of
this Resolut~on, and thenceforth and thereafter the same shall be
in full force and effect.
