RESOLUTION NO. 8347 (CCS)
(CITY COUNCIL SERIES)
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA
MONICA ENDORSING THE GOALS AND OBJECTIVES OF THE UNITED NATIONS
CONFERENCE ON THE ENVIRONMENT AND DEVELOPMENT TO BE HELD IN
RIO DE JANEIRO, BRAZIL, IN JUNE, 1992
WHEREAS, PubllC concern about protectlng the global enVlronment
contlnues to grow as eVldence mounts of the long-term damage belng done to the
Earth by global cllmate change, tOX1C waste: freshwater and ocean pollutlon,
and loss of blologlcal dlverslty; and
WHEREAS, Envlronmental problems are lnextrlcably llnked wlth
economlc and trade pollcies: and
WHEREAS, Cltles and countles have many crltlcal responslbllltles
wlth respect to supportlng responslble economlC development as well as for
envlronmental protectlon and natural resource manage~ent lncludlng land-use
plannlng, transportatlon. solld and hazardous waste management, and
procurement pollcles, and
WHEREAS, The Clty of Santa Monlca has long supported envlron~ental
protectlon programs and responslble econO~lC develop~ent and manage~ent of
natural resources for the beneflt of all members of the COw.~unlty as well as
for present and future generatlons, and
WHEREAS, The Clty of Sarta Monlca has also supported state and
natlonal leglslatlon WhlCh enables cltles to develop and lmple~ent successful

econonlc develop~ent and er.vlron~ental protectlon and natural resource
management programs; and
WHEREAS, The Clty of Santa Monlca has also supported lnternatlonal
lnltlatlves whlch further enhance the capaclty of local gover~ents to protect
and sustalnably manage thelr local and reglonal natural resources; and
WHEREAS, In June of 1992, the world's leaders wlll gather In R10 de
Janelro. Brazll, for the Unlted Natlons Conference on Envlronment and
Development (UNCED) to conslder new and bold steps to achleve solutlons to the
planet's envlformental and econO~lC development problems.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA DOES
RESOLVE AS FOLLOWS:
SECTION 1. The Clty Councll endorses the goals and obJectlves of
the Unlted Natlons Conference on Envlronment and Development (UNCED),
partlcularly wlth respect to the creatlon and adootlon of blndlng global
agreements WhlCh will result ln pollcles and ~echanlsms to protect the global
enVlron~ent and enhance the ablllty of natlons to equltably develop thelr
natural and human resources.
SECTION 2. The Clty Councll calls upon the Presldent of the Unlted
States to JOln hlS counterparts from around the world In an Earth Summlt at
the Unlted Natlons Conference on EnVlfonment and Develop~ent (UNCED), and to
lnstruct U S. negotlators to use the UNCEO negotlatlng process as an
opportunlty to re-establlsh the Unlted State's role as a Vlslonary leader ln
managlng the planet's resources for present and future generatlons

SECTION 3. The Clty Clerk shall certlfy to the adoptlon of thlS
Resolutlon. and thenceforth and thereafter the sa~e shall be ln full force and
effect.
