A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF SANTA MONICA AUTHORIZING THE SUBMITTAL
OF FUNDING APPLICATION TO
THE FEDERAL EMERGENCY SHELTER GRANT PROGRAM
WHEREAS, the state of California, Department of Housing and
community Development, has issued a NOTICE OF REQUEST FOR
PROPOSALS UNDER THE FEDERAL EMERGENCY SHELTER GRANT PROGRAM: and
WHEREAS, the City of Santa Monica is eligible as a
metropolitan city as classified under Section l02 (a) 4 of the
Housing and Community Development Act of 1974 and is not
receiving a direct entitlement under the Federal Emergency
Shelter Grant Program; and
WHEREAS, the City is therefore eligible to apply for funding
from the State I s allocation of Federal Emergency Shelter Grant
funds; and
WHEREAS, the City Manager can act on behalf of the City of
Santa Monica and will sign all necessary documents required to
complete the grant transaction; and
WHEREAS, the City of Santa Monica is capable of and willing
to apply for funds on behalf of the Ocean Park Community Center
(an eligible private, non-profit organization providing services

in Santa Monica) and supervise implementation and operation of
this organization's shelter program,
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA
DOES RESOLVE AS FOLLOWS:
SECTION 1. The city Council hereby authorizes the City
Manager to prepare and file a grant application, including all
understandings and assurances contained therein.
SECTION 2. The City Council further authorizes the city
Manager to act in connection with the application, to provide
such additional information as may be required, enter into a
contract and any amendments thereto, and perform any and all
responsibilities in relationship to such contract.
SECTION 3. The City of Santa Monica agrees to contract with
the state of California to operate the funded program on its own
behalf and/or supervise and monitor the funded program on behalf
of the Ocean Park Community Center and to enter into agreements
wi th the Ocean Park Communi ty Center as necessary to implement
the program.

SECTION 4. The City Clerk shall certify to the adoption of
this Resolution, and thenceforth and thereafter the same shall be
in full force and effect.
