RESOLUTION NO. 7512(CCS)

A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF SANTA MONICA
ADOPTING AMENDMENTS TO THE
LAND USE AND CIRCULATION ELEMENTS
OF THE GENERAL PLAN
WHEREAS, California Government Code Section 65450 et seq.
permits each city to adopt a specific plan for the systematic
implementation of the general plan for individual areas covered
by the general plan; and
WHEREAS, Santa Monica Municipal Code Section 9400 states
that it is the function and duty of the Planning commission to
prepare and adopt plans for the physical development of the City:
and
WHEREAS, the Hospital Area Specific Plan (HASP) was
released in September 1986 for public review and the review
period for the Environmental Impact Report (EIR) on the HASP ran
from November 14, 1986, to December 29, 1986, and public
workshops on the EIR were held on August 6, 1986, and October 8,
1986, and public hearings before the city Planning Commission
were held on January 26, 1987, March 2, 1987 and September 14,
1987; and
WHEREAS, the draft HASP includes a policy regarding the
calculation of floor area for specified types of parking

structures in the hospital area and recommendations for revising
the Land Use and Circulation Elements policy map~ and
WHEREAS, on september 14, 1987 the Planning Commission
approved an amendment to the Land Use and Circulation Elements
policy map regarding the block bounded by 2lst Street, Broadway,
20th street, and Santa Monica Boulevard and directed the
preparation of an amendment to the Land Use Element of the
General Plan to create a policy regarding the calculation of
floor area for specified types of parking structures in the
hospital area; and
WHEREAS, on October 5, 1987 the Planning Commission
conducted a duly noticed public hearing on the proposed Land Use
Element amendment; and
WHEREAS, on October 13, 1987 the city Council received the
recommendations of the Planning Commission for amendments to the
Land Use Element and to the Land Use and Circulation Elements
policy map and conducted a duly noticed public hearing on the
matter; and
WHEREAS, the planning process has provided for substantial
public involvement regarding these policy issues, including
public hearings and workshops, thus exceeding the requirements
stated in Section 9413 of the Municipal Code; and
WHEREAS, the proposed amendments, together with other
policies of the General Plan and Zoning Ordinance, will guide and
coordinate harmonious development of the area in accordance with

existing and future needs and will best promote public health,
safety, morals, convenience, prosperity, and the general welfare,
as well as efficiency and economy in the process of development
as stated in Section 9412 of the Municipal Code; and
WHEREAS I

WHEREAS, the Final Environmental Impact Report on the HASP
has been prepared in accordance with the city's Guidelines for
Implementation of the California Environmental Quality Act and
State CEQA Guidelines,
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA
MONICA DOES HEREBY RESOLVE AS FOLLOWS:
SECTION 1. The document entitled Amendment to Hospital
and Health Care Facilities Section of the Land Use Element,
attached hereto as Exhibit A and incorporated herein by this
reference, is hereby approved and adopted.
SECTION 2. The document entitled Amendment to Land Use
and Circulation policy map, attached hereto as Exhibit Band
incorporated herein by this reference, is hereby approved and
adopted.

SECTION 3. The city Clerk shall certify to the adoption
of this Resolution, and thenceforth and thereafter the same shall
be in full force and effect.

AMENDMENT TO HOSPITAL AND HEALTH CARE FACILITIES SECTION
OF THE LAND USE ELEMENT
Add the following new policy 1.13.3:
Parking structures developed in the CP District in which at least
half of the spaces are provided to address an existing parking
space deficiency or are replacing existing parking spaces shall
not be subject to FAR limitations, but shall meet all other
development standards for the area.
