A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF SANTA MONICA
ADOPTING GENERAL PLAN AMENDMENT GPA-07
AN AMENDMENT TO THE THIRD STREET
MALL SPECIFIC PLAN
WHEREAS, California Government Code section 65300 et seq.
requires each City to adopt a comprehensive, long term general
plan for the physical development of the City that documents the
city's decisions concerning the future of the community and re-
quires inclusion of a Land Use Element; and
WHEREAS, California Government Code section 65450 ~:t seq.
permits each City to adopt specific plans for the systematic im-
plementation of the general plan for all or part of the area
covered by the general plan; and
WHEREAS, the City of Santa Monica adopted its existing Land
Use Element which provided for the adoption of Specific Plans in
October 1984; and
WHEREAS, the city of Santa Monica adopted its existing Third
street Mall specific Plan in October 1986; and
WHEREAS, on August 17, 1987, the Planning Commission con-
ducted a properly noticed pUblic hearing and approved the Amend-
ment to the Third street Mall Specific Plan adding Policy 4.1.60
directing its recommendation to the city Council; and
WHEREAS, the Planning Commission concurred with the deter-
mination that a General Exemption pursuant to Article III, Sec-
tion 1 of the City of Santa Monica Guidelines for Implementation
of CEQA is appropriate; and
WHEREAS, the proposed Amendment to the Third Street Mall
Specific Plan is consistent with other portions of the Specific
Plan and the General Plan: and
WHEREAS, the public necessity, public convenience, general
welfare, and efficiency and economy in the process of development
require the proposed Third street Mall specific Plan Amendment:

NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA
DOES HEREBY RESOLVE AS FOLLOWS:
SECTION 1. General Plan Amendment GPA-07 of the Third
street Mall Specific Plan attached hereto as Exhibit 1 and incor-
porated herein by this reference, is hereby approved and adopted.
SECTION 2. The City Clerk shall certify to the adoption of
this Resolution, and thenceforth and thereafter the same shall be
in full force and effect.

PROPOSED AMENDMENT GPA-07 TO
THIRD STREET MALL SPECIFIC PLAN
4.1.60 Other policies within this document notwithstanding,
permit structures to be constructed to a maximum height of
6 stories, 84 feet. A seventh story may be permitted
within the 84 foot height limit with Planning Commission
approval if said story is developed as the upper loft area
with internal circulation to the residential units on the
sixth floor.
