A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF SANTA MONICA
ADOPTING GENERAL PLAN AMENDMENT GPA-03
AN AMENDMENT TO THE LAND USE ELEMENT
OF THE GENERAL PLAN
WHEREAS, California Government Code Section 65300 et seq.
requires each city to adopt a comprehensive, long term general
plan for the physical development of the City that documents the
city's decisions concerning the future of the community and re-
quires inclusion of a Land Use Element; and
WHEREAS, the City of Santa Monica adopted its existing Land
Use Element in October 1984; and
WHEREAS, on August 17, 1987, the Planning Commission con-
ducted a properly noticed public hearing recommending approval of
the Amendment to Section 1.3.7 of the Land Use Element of the
General Plan; and
WHEREAS, the Planning commission concurred with the deter-
mination that a General Exemption pursuant to Article III, Sec-
tion 1 of the City of Santa Monica Guidelines for Implementation
of CEQA is appropriate; and
WHEREAS, the proposed Amendment to the Land Use Element of
the General Plan is consistent with other portions of the Land
Use Element and other Elements of the General Plan; and
WHEREAS, the public necessity, public convenience, general
welfare, and efficiency and economy in the process of development
require the proposed Land Use Element Amendment;

NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA
DOES HEREBY RESOLVE AS FOLLOWS:
SECTION 1. General Plan Amendment GPA-03 of the Land Use
Element of the General Plan attached hereto as Exhibit 1 and in-
corporated herein by this reference, is hereby approved and
adopted.
SECTION 2. The City Clerk shall certify to the adoption of
this Resolution, and thenceforth and thereafter the same shall be
in full force and effect.

PROPOSED AMENDMENT GPA-03 TO THE
LAND USE ELEMENT OF THE GENERAL PLAN
l.3.7 Once the Third street Mall Specific Plan is approved by
the city, the land use and development policies outlined
in the adopted Specific Plan shall govern development
within the Specific Plan district.
