A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA
MONICA URGING THE UNITED STATES CONGRESS TO ADOPT A
NATIONAL HOUSING POLICY REAFFIRMING A STRONG FEDERAL
ROLE IN STIMULATING AFFORDABLE HOUSING OPPORTUNITIES
WHEREAS, the federal government has long enunciated the goal
of a decent home and a suitable living environment for all Ameri-
cans; and
WHEREAS, until 1981, federal expenditures for stimulating
the production of new affordable housing had steadily increased;
and
WHEREAS, since 1981, federal expenditures to stimulate pro-
duct ion of new affordable housing for low- and moderate-income
persons have drastically declined by over 70%; and
WHEREAS, federal CDBG allocations to the city of Santa Moni-
ca, which are used extensivelY for the acquisition, rehabilita-
tion, and construction of affordable housing for low- and
moderate-income persons, have declined by more than 25% since
1982 and federal General Revenue sharing has been eliminated com-
pletely; and

WHEREAS, during this time, local housing finance agencies
have tried to fill the gap through issuance of tax exempt bonds
and other means to provide financing for affordable housing: and

WHEREAS, the 1986 Tax Reform Act drastically curtails the
ability of local housing finance agencies to issue tax exempt
bonds to finance new affordable housing for low- and moderate-
income persons, as well as discouraging investment in such hous-
ing by eliminating most tax incentives; and
WHEREAS, there continues to be an overwhelming need for di-
rect federal expenditures for the acquisition, construction and
rehabilitation of affordable housing; and
WHEREAS, there are currently more than 2,750 households on
the Housing Authority of the City of Santa Monica's waiting list
for Section 8 assistance; and
WHEREAS, there are currently more than 500 households on the
Housing Authority of the city of Santa Monica's waiting list for
the Authority's 41 low-rent public housing units; and
WHEREAS, there are currently more than 4,280 households on
the waiting lists of existing senior housing developments in the
City of Santa Monica and the average wait for a unit is between 7
and 10 years,
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA
DOES RESOLVE AS FOLLOWS:
SECTION 1. The city council hereby calls on the united
states Congress to adopt, as a priority, a national housing poli-
cy which reaffirms a strong federal role in stimulating afford-
able housing opportunities.

SECTION 2. The City Council directs that this Resolution be
transmitted to each member of the California congressional del-
egation and the Chairmen of the Senate and House Housing
Subcommittees.
SECTION 3. The City Clerk shall certify to the adoption of
this Resolution, and thenceforth and thereafter the same shall be
in full force and effect.
