RESOLUTION NO. 7309(CCS)
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA
MONICA APPROVING THE APPLICATION FOR GRANT FUNDS UNDER
THE REGIONAL COMPETITIVE PROGRAM OF THE CALIFORNIA PARK
AND RECREATIONAL FACILITIES ACT OF 1984 FOR DEVELOPMENT
OF THE OCEAN PARK BEACH PLAN.
WHEREAS, the people of the state of California have enacted
the california Park and Recreational Facilities Act of 1984,
which provides funds to the state of California and its political
sUbdivisions for developing facilities for public recreational
purposes; and
WHEREAS, the state Department of Parks and Recreation has
been delegated the responsibility for the administration of the
program within the state, setting up necessary procedures govern-
ing application by local agencies under the program; and
WHEREAS, said procedures established by the State Department
of Parks and Recreation require the applicant to certify by
resolution the approval of applications before submission of said
applications to the state; and

WHEREAS, the city desires to make an application under said
procedures for the development of the Ocean Park Beach Plan~ and
WHEREAS, said applications contain assurances that the ap-
plicant must comply with; and
WHEREAS, the applicant agency will enter into an agreement
with the state of California for development, rehabilitation or
restoration of the project~
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA
DOES RESOLVE AS FOLLOWS:
SECTION 1. The City Council approves the filing of an ap-
plication for 1986 state grant assistance for the above project.
SECTION 2. The city Council certifies that the City under-
stands the assurances and certification in the application.
SECTION 3. The City Council certifies that the city has or
will have sufficient funds to operate and maintain the project if
the project is selected for state grant funding.
SECTION 4. The City Council certifies that the City will
provide construction plans and specifications to the state within

one year of the appropriation of funds under this program and
will commence work immediately after state approval.
SECTION 5. The city council appoints the city Manager as
agent of the city of santa Monica to conduct all negotiations,
execute and submit all documents including but not limited to
applications, agreements, amendments, payment requests, and so
on, which may be necessary for the completion of the aforemen-
tioned project.
SECTION 6. The City Council appoints the Planning Director
as Planning Agency Representative for said agency with authoriza-
tion to sign the application form cover page.
SECTION 7. The City Clerk shall certify to the adoption of
this Resolution, and thenceforth and thereafter the same shall be
in full force and effect.
