A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF SANTA MONICA ADOPTING THE
THIRD STREET MALL SPECIFIC PLAN
FOR THE CITY OF SANTA MONICA
WHEREAS, California Government Code Section 65450 et seq.
permi ts local jurisdictions to adopt specific plans for the
systematic implementation of the general plan for all or part of
the area covered by the general plan; and
WHEREAS, the City of santa Monica has adopted a general plan
containing all required elements; and

WHEREAS, Santa Monica's adopted Land Use and Circulation
Elements recommend that a specific plan be prepared and adopted
for the Third Street Mall area; and
WHEREAS, the planning process has provided for substantial
public involvement including eight public hearings and workshops
on background information and on Preliminary, Draft, and Final
Draft Specific Plans thus exceeding the requirements stated in
Government Code sections 65351, 65353, and 65355; and
WHEREAS, the City Planning Commission has made and approved
its written recommendation on the adoption of the Specific Plan

and forwarded its recommendation to the city Council as required
in Government Code section 65354; and
WHEREAS, the Specific Plan specifies the distribution,
location, and extent of land uses, including open space within
the Third Street Mall area as required in Section 65451 of the
Government Code; and
WHEREAS, the Specific Plan specifies the proposed
distribution, location, and extent and intensity of major
components of proposed major pUblic and private transportation,
sewage, water, drainage, and other essential facilities proposed
to be located in the Third Street Mall area needed to support the
land uses described in the Specific Plan as required in Section
65451 of the Government Code; and
WHEREAS, the Specific Plan specifies the standards and
criteria by which development in the Third street Mall area will
be permitted to proceed as required in Section 65451 of the
Government Code; and
WHEREAS, the Specific Plan specifies a program of
implementation measures including regulations, programs, public
works projects, and financing measures necessary to carry out the
Specific Plan as required in section 65451 of the Government
Code; and
WHEREAS, the Specific Plan includes a statement of the
relationship of the Specific Plan to the City's General Plan as
required in Section 65451 of the Government Code; and

WHEREAS, the Specific Plan is consistent with other Elements
of the General Plan as required in section 65454 of the
Government Code; and
WHEREAS, the Final Environmental Impact Report has been
prepared
in
accordance with
the
city.s
Guidelines
for
Implementation of the California Environmental Quality Act and
state CEQA Guidelinei
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA
DOES HEREBY RESOLVE AS FOLLOWS:
SECTION 1. The document entitled Third Street Mall Specific
Plan attached hereto as Exhibit A and incorporated herein by this
reference is hereby approved and adopted as the specific Plan for
the Third Street Mall area of the city of santa Monica.
SECTION 2. The City Clerk shall certify to the adoption of
this Resolution, and thenceforth and thereforth the same shall be
in full force and effect.
