A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SANTA MONICA AUTHORIZING THE SUBMITTAL OF APPLICA-
TIONS, AND THE EXECUTION OF ALL DOCUMENTS NECESSARY
TO RECEIVE FUNDS UNDER THE u.S. DEPARTMENT OF HOUS-
ING AND URBAN DEVELOPMENT HOUSING DEVELOPMENT GRANT
PROGRAM
WHEREAS, the U.s. Department of Housing and Urban Develop-
ment has issued an Announcement of Funding Availability under the
Housing Development Grant Program; and
WHEREAS, pursuant to the U.S. Housing Act of 1937, as added
to by the Housing and Urban-Rural Recovery Act of 1983, (Pub.L.
NO.98-181,97 stat. 1153), HUD is authorized to provide funds for
the construction of residential rental or cooperative housing;
and
WHEREAS, the city of Santa Monica is a municipal corporation
organized under the laws of the state of California and is
eligible to participate in the Housing Development Grant Program;
and
WHEREAS, on May 8, 1984 the Redevelopment Agency of the city
of Santa Monica adopted Resolution Numbers 380 and 381 establish-
ing the Ocean Park Redevelopment Project lea) and 1(b) Low and
Moderate Income Housing Trust Fund; and
WHEREAS, on October 23, 1984 the Redevelopment Agency of the
City of Santa Monica adopted Resolution Number 396 finding the
provision of low and moderate income housing to be of benefit to

the Ocean Park Redevelopment Project, and authorized the expendi-
ture of $3,500,000 of Redevelopment Agency Funds for the purposes
of increasing and expanding the supply of low and moderate income
housing in Santa Monica.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA
DOES RESOLVE AS FOLLOWS:
SECTION 1. The City Manager is hereby authorized to submit
applications for grant funds under the HUD Housing Development
Grant Program and provide HUD with information on the City'S com-
mitment of Redevelopment Agency funds to the projects in Ocean
Park.
SECTION 2. Should the City of Santa Monica's applications
for funds under the Housing Development Grant Program be ac-
cepted, the Local Agency hereby certifies that all uses of the
funds will be in compliance with Federal Regulations, the Guide-
lines thereto, and any agreements governing the use of program
funds.
SECTION 3. The City Council of the City of Santa Monica
authorizes the city Manager or an authorized designee to execute
contract and all other documents required to consummate this
transaction and expend the Housing Development Grant Funds.
