A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA
MONICA APPROPRIATING FISCAL YEAR 1991-92 FUNDS TO GANN'ED
RESERVE AND/OR DESIGNATED BALANCE SHEET ACCOUNTS
WHEREAS, under the prOV1S10ns of Artlcle XIIIB of the Cal1fornla
Const1tut1on, a C1ty 1S author1zed to appropr1ate to a Gann'ed reserve and/or
des1gnated balance sheet accounts the d1fference between actual spend1ng
subject to the Gann Appropn at 1 ons L 1 ml t and the C 1 ty' s Gann Appropn at 1 ons
L1mlt for that f1scal year; and
WHEREAS, appropnat1ng ava1lable funds to Gann'ed reserve and/or
des1gnated balance sheet accounts lS 1n the publlC 1nterest because
establ1shment of Gann'ed reserve and/or des1gnated balance sheet accounts
1ncreases the ab1l1ty of the C1ty Counc1l to respond to the serV1ce needs of
the c1t1zens of the C1ty of Santa Mon1ca
NOW, THEREFORE. THE CITY COUNCIL OF THE CITY OF SANTA MONICA DOES
RESOLVE AS FOLLOWS
SECTION 1. All F1 scal Year 1991-92 General Fund. Parks and
Recreatlon Fund, and TORCA Fund appropr1at1ons. excluslve of Federal or State
grant approprlatlons, shall be adjusted to actuals as determlned by the C1ty'S
annual f1nanC1al audlt as set forth 1n the C1ty'S Flscal Year 1991-92
Comprehens1ve Annual Flnancul Report. and the dlfference between the lesser
of $10,421,818 or actual expendltures and encumbrances subject to 1,m1tatlon
as determlned by the C1ty'S annual f,nanc1al audlt as set forth 1n the C1ty'S

F1scal Year 1991-92 .prehenslVe Annual F1nanclal Rat for these Funds and
the C1ty'S F1scal Year 1991-92 Gann Appropr1at1ons L1m1t, to the extent funds
are ava1lable, 1S hereby appropnated to reserve and/or des1gnated balance
sheet accounts ln these respectlve Funds.
SECTION 2. The Clty Clerk shall cert1fy to the adoptlOn of thlS
Resolutlon, and thenceforth and thereafter the same shall be ln full force and
effect
