A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF SANTA MONICA PROCLAIMING THE EXISTENCE OF
A LOCAL EMERGENCY
WHEREAS, Government Code Section 11125.5 permits the City
Council of the City of Santa Monica in emergency circumstances to
call an emergency meetlng of the City Council on at least one
hour
prlor
telephonic
notice,
and,
under
appropriate
circumstances, to proclaim the existence or threatened existence
of a local emergency when said city is affected or likely to be
affected by a public calaIllity and the City council is not in
session; and
~~EREAS, such notlce has been given; and
w~EREAS, Ordinance Number 1104 (CCS) of the city of Santa
Monica empowers the Cl ty Councl1 or the Director of Emergency
Services to proclaim the existence or threatened existence of a
local emergency when said Cl ty is affected or likely to be
affected by a public calamity and the City Council is not in
session; and
tffiEREAS, the City Council of the City of Santa Monica does
hereby find that condi tlons of extreme peril to the safety of
persons and property have arisen wlthin said City, caused by
rioting, fires, and looting and that such activities are found to

constitute a crippling dlsaster which severely impairs the public
health, safety and welfare,
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA
MONICA DOES RESOLVE AS FOLLOWS:
SECTION 1.
A local emergency now exists throughout the
City of Santa Monica.
SECTION 2.
During the existence of said local emergency
the powers, functions, and duties of the emergency organization
of this city shall be those prescrlbed by state law, by charter
and ordinances of this Clty, by resolutlons of this city, and by
the city of Santa Monlca E~ergency Plan.
SECTION 3. A copy of this Resolution shall be forwarded to
the State Dlrector of the Office of Emergency Services with a
request that he or she find lt acceptable.
SECTION 4. The Clty Clerk shall certlfy to the adoption of
this Resolution, and thenceforth and thereafter the same shall be
in full force and effect.
