R-467 RESOLUTION NUMBER 467 (RAS) (Redevelopment Series) A RESOLUTION OF THE REDEVELOPMENT AGENCY OF THE CITY OF SANTA MONICA APPROVING THE PAYMENT OF TAX INCREMENT FUNDS FOR THE VALUE OF LAND AND IMPROVEMENTS OF THE VIRGINIA AVENUE PARK EXPANSION PROJECT AND MAKING CERTAIN FINDINGS PURSUANT TO HEALTH AND SAFETY CODE SECTION 33445 WHEREAS, the Redevelopment Agency of the City of Santa Monica (the “Agency”) has prepared a Redevelopment Plan for the Santa Monica Earthquake Recovery Redevelopment Project (the “Redevelopment Plan”) which would result in the allocation of taxes from the Project Area to the Agency for the purposes of redevelopment; and WHEREAS, the Redevelopment Plan includes the repair, upgrade, rehabilitation or acquisition of property as necessary for public facilities and park improvements, including the vacant parcels at Pico and Cloverfield Boulevards; and WHEREAS, the City of Santa Monica purchased the vacant parcels at Pico and Cloverfield Boulevards (2233 and 2201 Pico Boulevard) in 1991 and intends to use the site as the eastern expansion of the adjacent Virginia Avenue Park (the “Virginia Avenue Park Expansion Project, ” or the “Project”). WHEREAS, the Agency proposes to pay for a portion of the value of the land and future public improvements of the Project, which is located within the Santa Monica Earthquake Recovery Redevelopment Project Area; and WHEREAS, Section 33445(a) of the Health and Safety Code authorizes a redevelopment agency, with the consent of the legislative body and if the agency and the legislative body make certain determinations specified in Section 33445, to pay all or a part of the value of the land for and the cost of the installation and construction of any building, facility, structure, or other improvement which is publicly owned. NOW, THEREFORE, THE REDEVELOPMENT AGENCY OF THE CITY OF SANTA MONICA DOES RESOLVE AS FOLLOWS: SECTION 1. The Agency hereby finds and determines: (1) that the proposed improvements are of benefit to the Project Area; (2) that no other reasonable means of financing the improvements including the overall development of Virginia Avenue Park are available to the community; (3) that the payment of funds for the improvements will assist the recovery from and the elimination of one or more of the conditions resulting from, the 1994 Northridge Earthquake disaster; (4) that the payment of funds for the improvements will assist in elimination of one or more blighting conditions inside the Project Area by assisting in the elimination of one or more of the conditions resulting from the 1994 Northridge Earthquake disaster; and (5) that the Project is consistent with the implementation plan adopted pursuant to Section 33490. SECTION 2. The Agency hereby approves the payment of tax increment funds for said land and improvements. SECTION 3. The Secretary of the Agency shall certify the adoption of this Resolution and thenceforth and thereafter the same shall be in full force and effect.
