AN ORDINANCE OF THE CITY COUNCIL OF THE
CITY OF SANTA MONICA ESTABLISHING VARIOUS PARKING
METER ZONES AND AMENDING THE SANTA MONICA
MUNICIPAL CODE
WHEREAS, The City Council of the City of Santa Monica is interested in
establishing an on-street parking zone adjacent to the Beach for the purposes of
setting parking meter rates and hours and implementing coastal parking policies
and recommendations; and,
WHEREAS, the City Council of the City of Santa Monica is interested in
simplifying parking regulations by allowing parking meter rates to be set by
Resolution of the City Council of the City of Santa Monica; and,
WHEREAS, the City Council of the City of Santa Monica would like to
increase the effectiveness of time-limited parking in City facilities by requiring
vehicles to be removed from any given facility within the posted time limit,
THE CITY COUNCIL OF THE CITY OF SANTA MONICA DOES HEREBY
ORDAIN AS FOLLOWS:
SECTION 1. Santa Monica Municipal Code Section 3.16.180 is amended
to read as follows:
SECTION 3.16.180 Parking Meter Zone “A:”
(a) The following named and described streets or portions of streets
within the City shall constitute Zone “A:”
(1) All streets lying west of Lincoln Boulevard to the west City Limit
from Colorado Boulevard to the north City Limits, and all streets
west of Lincoln Boulevard and east of Ocean Avenue and Neilson
Way between Colorado Boulevard and the South City Limits and
all streets lying north of Santa Monica Boulevard between the
east and west City Limits, including both sides of the boundary
streets.
(2) All side streets intersecting Santa Monica Boulevard from that
intersection to a point where commercially zoned parcels end.

(3) Ocean Park Boulevard between 25 Street and Centinela Avenue
and all streets intersecting Ocean Park Boulevard from that
intersection to a point where the commercially zoned parcels end.

(4) Both sides of 28 Street and 31 Street south of Ocean Park
Boulevard.
(b) Parking rates for parking a vehicle in a designated space in Parking
meter zone “A” shall be set by resolution of the City Council of the City
of Santa Monica.
(c) Parking meters shall be operated in Zone “A” at such times and hours
as posted by the Planning and Community Development Department.
SECTION 2. Santa Monica Municipal Code Section 3.16.190 (b-c) is
amended to read as follows:
(b) Parking rates for parking a vehicle in a designated space in parking
meter zone “B” shall be set by resolution of the City Council of the City
of Santa Monica.
(c) Parking meters shall be operated in parking meter zone “B” at such
times and hours as posted by the Planning and Community
Development Department.
SECTION 3. Santa Monica Municipal Code Section 3.16.200 (b-c) is
amended to read as follows:
(b) Parking rates for parking a vehicle in a designated space in parking
meter zone “C” shall be set by resolution of the City Council of the City
of Santa Monica.
(c) Parking meters shall be operated in parking meter zone “C” at such
times and hours as posted by the Planning and Community
Development Department.
SECTION 4. Santa Monica Municipal Code Section 3.16.210 is amended
to read as follows:
SECTION 3.16.221 Parking Meter Zone “F.”
(a) The following named and described streets or portions of
streets within the City shall constitute Zone “F:”
(1) All streets lying west ofOcean Avenue/Barnard Way from
Colorado Boulevard to the southern City limit and both
sides of Ocean Avenue and Barnard Way, south of Pico
Boulevard to the southern City limit.
(b) Parking rates for parking a vehicle in a designated space in
Parking meter zone “F” shall be set by resolution of the City
Council of the City of Santa Monica.
(c) Parking meters shall be operated in Zone “F” at such times and
hours as posted by the Planning and Community Development
Department.
SECTION 5. The following new Santa Monica Municipal Code Section
3.16.241 Violation—Failure to remove vehicle within posted time limited period is
added:
Section 3.16.241 Violation—Failure to remove vehicle within posted time
limited period. Any vehicle not removed from City owned or operated parking
structure or lot where time limits are posted within the posted period is in violation
of this section.
SECTION 6. If any section, subsection sentence, clause or phrase of this
ordinance is for any reason held to be invalid or unconstitutional by a decision of
any court of any competent jurisdiction, such decision shall not affect the validity
of the remaining portions of the ordinance. The City Council hereby declares that
it would have passed this ordinance, and each and every subsection, sentence,
clause, or phrase not declared invalid or unconstitutional without regard to
whether any portion of the ordinance would be subsequently declared invalid or
unconstitutional.
SECTION 7. Any provision of the Santa Monica Municipal Code or
appendices thereto inconsistent with the provisions of this Ordinance, to the
extent of such inconsistencies and no further, is hereby repealed or modified to
that extent necessary to effect the provisions of this Ordinance.
SECTION 8. The Mayor shall sign and the City Clerk shall attest to the
passage of this Ordinance. The City Clerk shall cause the same to be published
once in the official newspaper within 15 days after its adoption. This Ordinance
shall become effective 30 days from its adoption.
